Duties
Develops and maintains the maintenance annexes associated to task Operation Plan/Operation Plan in Concept Plan (OPLAN/CONPLAN) for a wide variety of operational and exercise plans generated locally or at higher headquarters.
Plans, administers and monitors manpower authorizations and personnel resource requirements for assigned weapon system.
Supports maintenance/industrial facilities manager and military construction focal point in management of Maintenance complex's facilities and in management of military construction projects by assisting with feasibility/capability (FEASCAP) studies on maintenance facilities as required.
Works with squadron mobility representatives, superintendents and flight chiefs to determine requirements, levy taskings, and assign responsibilities within required time limits in accordance with established procedures and directions.
Represents Maintenance Group/Maintenance Operations Flight (MOF) on teams, panels, committees, working groups, or in discussions and meetings.

- Performs other related duties as assigned, generally not more than 30% of total responsibilities.
- May be required to travel by military, commercial or private air or surface transportation to perform temporary duty (TDY) assignments.

- Work schedules may be aligned to allow the individual to function fully on unit training assembly (UTA) weekends.
- Must be able to obtain and maintain a Secret Clearance.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions, Logistics Management Series 0346.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of management principles, organizational theory, and techniques of analysis and evaluation, along with the knowledge of standardized logistical practices and procedures, to determine the most effective time-phased deployment of maintenance equipment and personnel. Knowledge in using qualitative and quantitative analytical techniques sufficient to perform cost-benefit and task analysis to seek more efficient and effective means and methods to achieve desired results. Knowledge of established management principles, pertinent regulations and guidelines and skill in applying fact-finding and work measurement techniques to complete studies in manpower requirements, capability, and utilization.

EDUCATION: Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. Note: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of logistics plans for mobility, deployment, contingency and related readiness programs.
2. Knowledge of logistics principles, practices, policies and data systems in order to analyze, validates and coordinates the requirements of the functional areas.
3. Knowledge of, and skill in, applying conventional methods to gather, analyze and evaluate factual information concerning the effectiveness and efficiency of logistics processes.
4. Knowledge of laws, regulations and policies which affect group programs and related support resources.
5. Skill in interpreting and analyzing information to evaluate overall program status and effectiveness.
6. Ability to communicate effectively, both orally and in writing, and maintain good working relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
