Duty Location: Folsom, California, Sacramento, California, and Willows, California
The final determination of the duty station for this position will be made by the selecting official at the time of the job offer.
Duties
Serves as a Civil Engineering Technician for the Division of Office Engineering.
Reviews all aspects of draft and published specifications for assigned contracts.
Makes arrangements for and assists in conducting pre-bid conferences with prospective contractors.
Prepares engineering data, maps and drawings.
Arranges for post-award conferences with contractors and subcontractors and other Reclamation staff after award of construction contracts.
Negotiates with contractor on contract modifications, extra work to be performed, supplemental working agreements, changes in specifications, and claims for additional time or compensation.
Reviews contractors' cost data, subcontracts, purchase orders, and weekly payrolls.
Computes pay quantities and prepares and processes progress and final payments.
Makes changes in drawings to reflect changes made during construction.
Develops, revises, analyzes, and maintains the construction schedule and cost and resource loaded logic networks for assigned individual or groups of interrelated contracts.
Confer and advise contractor representatives on matters pertaining to construction contract administration and policy to ensure all regulations are met.
Qualifications
In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume.
To qualify at the GS-12, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-11 level in federal service having demonstrated technical civil engineering experience performing construction contract management for water resources construction projects. Such experience entails reviewing designs and specifications, developing and reviewing contract modifications, cost estimating, analyzing contractor's costs, payroll documents, equipment, material and overhead costs, resolving contractor's claims, and experience using various engineering software programs to prepare technical reports, drawings, designs, cost estimates, and project scheduling.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Category rating and selection procedures will be used to evaluate applications from this announcement.
