This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Duties

The duties and responsibilities of the Physical Therapist (Supervisor) may include, but are not limited to, any of the following: Responsible for the supervision, administrative management, and direction of the specialized, multi-site (geographically separated), physical therapy programs/services, sections, and training programs in this large, complex, highly affiliated, VA hospital and Polytrauma Rehabilitation Center, as delineated by the Physical Therapist Manager/Chief. Provides supervision of key clinical and training programs, including technical oversight of the PTs and PTAs assigned to those programs Takes responsibility for ensuring the coordination of all the multiple rehabilitation related services provided under their oversight, as well as an optimal collaboration with other healthcare providers within the facility. Advanced knowledge of evidence-based practices and clinical practice guidelines in multiple professional areas. Exhibits skill in managing interpersonal relationships and conflict resolution in dealing with a diverse range of employees, discipline lead(s), and administrators. Possesses the ability to translate extensive rehabilitation knowledge into local policy development. Ability to collaborate with strategic planning committees at local, VISN or national levels for new ventures addressing patient care delivery systems, facilities management, system reorganizations, etc. Demonstrates knowledge of contemporary physical therapy across multiple areas of practice, and the demonstrated ability to apply this knowledge to provide clinical guidance to staff PTs within the department. Develops and maintains functional statements with appropriate corresponding competencies for all physical therapy staff in accordance with VA requirements. Demonstrates the ability to set priorities, delegate tasks, and solve problems to meet multiple deadlines and identify/address/prevent organizational problems. Assists the PM&RS leadership team in preparations for The Joint Commission (TJC), CARF, and other accreditation programs or inspections. Appropriately establishes priorities and assigns tasks accordingly. Ensures staff understands short term priorities. Effectively delegates and assigns work. Clearly communicates performance expectations. Ensures staff understand organizational direction/priorities and their part in achieving those goals and mission of VA. Provides feedback and coaching toward high performance as needed. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Licensure: Individuals hold a full, current, and unrestricted state license, to practice physical therapy in a state, territory or Commonwealth of the United States (i.e., Puerto Rico), or in the District of Columbia. (Documentation Submitted) Education and Experience: The individual must meet at least one of the numbered requirements below: (Transcripts Submitted) (1) Bachelor's degree in Physical Therapy AND five (5) years of progressively independent experience as a physical therapist. (2) Master's degree in Physical Therapy AND two (2) years of progressively independent experience as a physical therapist. (3) Doctorate degree in physical therapy. NOTE: Prior to 1995 the terminal degree for PT's was either a bachelors or master's degree. In 1995 CAPTE accredited all baccalaureate, master's, and Doctor of Physical Therapy terminal degree programs. Effective 2002, CAPTE changed its scope of accrediting activities of PT education programs to include only those programs that culminate in post-baccalaureate degrees(eliminating the baccalaureate degree). Effective 2015, professional physical therapy education programs have only offered the Doctor of Physical Therapy (DPT) degree to all new students. NOTE: Individuals must be a graduate of a Commission on Accreditation in Physical Therapy Education (CAPTE) accredited college or university. The CAPTE is the only accreditation agency recognized by the United States Department of Education (USDE) and the Council for Higher Education Accreditation (CHEA) to accredit entry-level physical therapy programs. Verification of accredited programs may be obtained from the American Physical Therapy Association (APTA) at www.apta.org. (4) Foreign Graduates: Graduates of foreign physical therapy programs meet the requirements in subparagraph 3b if they have a full unrestricted and current license to practice physical therapy in a State, Territory or Commonwealth of the United States, or in the District of Columbia. (5) Grandfathering Provision: All licensed PTs employed in VHA on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education and licensure that are part of the basic requirements of the occupation. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS-14 - Physical Therapist (Supervisor) Requirements: Experience.In addition to meeting the basic requirements, one year of progressively complex experience equivalent to the GS-13 grade level. In addition to meeting the minimum qualifications, the candidate must demonstrate ALL the following the knowledge, skills, and abilities (KSAs) listed below. Advanced knowledge of evidence-based practices and clinical practice guidelines in multiple professional areas. Skill in managing interpersonal relationships and conflict resolution in dealing with a diverse range of employees, discipline lead(s), and administrators. Ability to translate extensive rehabilitation knowledge into local policy development. Ability to effectively supervise staff by providing clinical and administrative oversight. This includes ability to manage resources, evaluate employees and assign work. Ability to collaborate with strategic planning committees at local, VISN or national levels for new ventures addressing patient care delivery systems, facilities management, system reorganizations, etc. Selective Placement Factor: The Supervisory Physical Therapist is responsible for assisting the Physical Therapist Manager/Chief with the overall planning, directing, and administering of all aspects of the comprehensive and specialized physical therapy programs/clinics and services at this large, multi-site, high complexity, level la, Polytrauma Rehabilitation Center (PRC) within the James A. Haley Veterans' Hospital (JAHVH) System, including the various surrounding community-based outreach clinics (CBOC's). Preferred Experience: It is recommended to have the following: at least two (2) years of prior physical therapy supervisory or managerial experience within a large, complex level 1A facility or equivalent; Intimate knowledge of professional and post-professional/post-graduate level physical therapy training programs and facility/program accreditation requirements (i.e. ABPTRFE, ABPTS, ACAPT, CAPTE, etc.); Familiarity with Human Resources processing and functions (to include recruitment, onboarding, and retention initiatives); Familiarity with Education Office operations, to include mandatory staff trainings, tuition assistance programs, academic affiliations and affiliates, and interdisciplinary training initiatives; Familiarity with CBOC/OPC, VISN, and VA Central Office level communications, functions, and operations (including familiarity with the mission and strategic planning at those institutional levels); Experience with the VA ePerformance system, staff performance planning (0750 and ECF) and rating, and coaching/mentoring staff towards high level performance. The actual grade at which an applicant may be selected for this vacancy is GS-13. Physical Requirements: The physical demands of a Physical Therapist are considered "medium duty: with regards to strength and endurance according to the Department of Labor. Medium work entails exerting 20-50 pounds of force occasionally, and/or 10 to 25 pounds of force frequently, and /or greater than negligible up to 10 pounds of force constantly to move objects.
