Career-Seasonal appointments are permanent positions & include the same benefits as Career appointments, but do not provide work on a year-round basis. You will work from approximately 6 to 11 months. Non-pay status is for a minimum of 2 weeks, typically occurring during December.
Duties
Incumbent administers the routine and mid-level work areas of the Commercial Use Authorization and Special User Permit programs, as well as the asset management components of the concessions program for the park. Provides assistance to the Commercial Services Manager and park managers regarding commercial services (e.g. development of concession operating plans, contract issues). Review and/or analyze information related to concessioner operations, including operations costs, revenues, and fulfillment of contractual financial obligations. Prepare reports, permits, fact sheets or other documents in accordance with required procedures and formats. Compile, track and maintain data related to commercial services using automated systems and databases. Tracking basic financial information related to permits, contracts, utility bills, fees, payments, etc and resolves or clarifies any conflicting data. Work with the Finance Office to prepare Bills of Collection and utility reimbursements are processed and reconciled.
The incumbent is supervised by the Commercial Services Officer within the Division of Administration and Business Services at Mount Rainier National Park. Travel is infrequent but could occur up to 2-3 nights/mo, including backcountry. Work is largely sedentary though foot-travel into the park's wilderness areas is intermittently required. Incumbent must be able to maintain a drivers license. Good organizational skills and emotional intelligence are a must. Housing may be provided; the position is telework eligible; the position is not remote.
Time-in-Grade: Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service); with few exceptions as outlined in 5 CFR 300.603(b). Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement who have had a break in service of less than one year, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointments. Time-in-grade does not apply to new excepted service appointments and must be met by the closing date of this announcement.
Qualifications

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.
For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Assisting in the development and management of program budgets and assisting in the obligation of funds and expenditures; Analyzing and evaluating at least one of the following areas: procurement of supplies/services; contract management; implementation of real estate advertising and marketing activities; monitoring program performance measures; implementation of data accuracy strategies; and/or preparing Commercial Services Program reports. . You must include hours per week worked.

EDUCATION: Successful completion of at least master's or equivalent graduate degree

two full years of progressively higher-level graduate education leading to such a degree -OR- LL.B. or J.D., if related. Graduate education must be directly related to this position and provide the knowledge, skill, and abilities necessary to do the work of this position. You must include transcripts.

Successful completion of a combination of education and experience as described above. To combine education and experience, first take completed graduate coursework. Then take the number of months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Physical Demands: Concession facilities include (but are not limited to) front and back of the house locations at hotels, commercial kitchens, restaurants, retail facilities, warehouses, employee housing, stable operations, marinas, and assigned landscapes. While some work is performed in an office setting, the position requires familiarity with park resources and concession facilities and services which may include may require hiking on park backcountry trails, overnight stays in the backcountry which require carrying a heavy backpack, horseback riding, bicycling, rafting, extensive walking, etc. There may be some requirements to travel on water vessels and small aircraft. A current driver's license may be required.
Working Conditions: For work conducted in the office environment, the risks include those typically found in an office environment. Normal safety precautions typical of such places should be observed (e.g., use of safe work practices with office equipment, avoidance of trips and falls,). Travel within and away from the park area may be necessary and frequent in order to provide support for the program for the purpose of attending meetings, training programs, conferences, and site visits. For work conducted in the field, the risks involve those typical for visitors of the Park, and may include confrontations with wildlife and exposure to the elements. Depending on the Park, risks may involve those customary when working with or riding horses, being a passenger on a boat, working in and around historic structures, hiking on challenging terrain, and being a passenger or driver of a motor vehicle.
