About the Position: As a Purchasing Agent for Portland District, Contracting Division you will be responsible for purchasing a wide variety of technical supplies using simplified purchase procedures. Contracting Division's mission is to provide acquisition services of the highest quality to our customers on a timely and cost-effective basis, while maintaining the public's trust and fulfilling public policy objectives.
Duties
Purchase commercial supplies for dams, ships, and various Corps of Engineer offices.
Purchase items including fuel/oil, licenses/permits, subscriptions, plumbing and electrical supplies, automated data processing/Information Technology supplies and minor service, electronics and material handling items.
Complete detail work including supply contracts with accurate clauses and specifications.
Prepare purchases over the micro-purchase threshold.
Obtain and clarify technical descriptions or statements of work as necessary.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- DAWIA Foundational Certification in Contracting within 36 months of appointment.

In order to qualify, you must meet the education or experience requirements described below. You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes applying acquisition laws, regulations, policies and procedures to prepare and submit purchase order requests. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).

Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as business, economics, or accounting.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-06).
