Duties

WHAT YOU'LL BE DOING DAY TO DAY As a Public Health Advisor, you will use your knowledge and experience to assist SLTT host site program managers in guiding the operations of a medical countermeasure (MCM) program by: Providing guidance and advice to senior level managers within SLTT SNS medical countermeasure (MCM) programs on the concepts, principles, practices, methods, and techniques of administering a SNS MCM preparedness program to effectively receive MCM from the SNS, distribute to local jurisdictions, and operate dispensing or administration sites to provide prophylaxis or treatment to affected populations during public health emergencies. Researching, interpreting, analyzing, and applying SNS MCM program operations and other pertinent guidelines. Plans and schedules work in a manner that promotes a smooth flow and even distribution. Acting as liaison with policy-level officials within the agency to ensure that the Department views and interests are promoted with respect to current and emerging policy issues, and that those views are taken into consideration in policy development and implementation. Providing authoritative advice and assistance in the development and implementation of procedures, methods and strategies for obtaining and using data which describe the prevalence of major health risks in the jurisdiction; program capacities, inputs, processes, and outputs from the projects; and performance of the overall program or study effort.

WHAT WE ARE LOOKING FOR Basic Qualifications: Must have experience that provided: Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities. Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings. Knowledge of a specialized public health program. Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions. Skill in oral and written communication, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials. Minimum Qualifications: You must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-13 grade level in the Federal service performing ALL of the following: 1. Experience at the state, tribal, local, or territorial level in providing advice or instructions to others in completing assigned work or identifying developmental and training needs to improve performance. 2.Providing guidance on formulating, implementing, and evaluating SNS medical countermeasure (MCM) preparedness plans. 3.Developing and conducting training and exercises to enhance public health responders' proficiency in operations to receive and distribute MCM from the SNS. 4.Operate dispensing or administration sites to provide prophylaxis or treatment to affected populations during public health emergencies.
