About the Position: Serve as a subject matter expert in the field of economics providing technical review, technical analysis, training and education, consultation, and leadership for the economics community of practice. A minimum of 20% of the incumbents work will be regional/national in nature.
Duties
Incumbent initiates, plans, designs, coordinates, and reviews economic base studies, socio-economic studies, and other special economic studies of existing and proposed civil and military works projects.
Serves as advisor on economic related matters for the Omaha District, and is responsible for the professionalism, thoroughness, and significance of the conclusions and the quality of the reports.
Applies expertise in data collection, analysis and economic modeling. Using considerable originality, prepares math models and using new techniques and original approaches.
Oversees, plans, conducts, and reviews long-range studies and develops projection factors for use in comprehensive planning and in evaluating benefits from specific projects in the district.
Serves as a District technical expert for socio-economics responsible for proposed and authorized Civil Works projects for flood control, navigation, ecosystem restoration.
Ensures that critical project alternatives are fully developed and consistent with current practices in the field.

Basic Requirement for Economist:
A. Degree: Bachelor's degree (or higher degree) in economics that includes 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.
OR
B. Combination of Education and Experience: Courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes experience 1.) Planning, coordinating, monitoring, and completing economic studies and evaluations pertaining to civil project functional areas such as flood risk management, dam and levee safety. AND 2.) Preparing economic reports or economic appendices for incorporation into general feasibility documents. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
