The Department of Energy's (DOE) Office of Science - Headquarters is looking for a dynamic, innovative, seasoned executive to lead the Collaborative Research Division in the Office of Basic Energy Sciences (BES), Office of Science (SC), Department of Energy (DOE).
Duties
As the Director, Collaborative Research Division you will:
Provide leadership and direction in establishing vision, strategic plans, goals, and objectives for the research activities supported.
Plan, develop, and implement vital, productive, forefront research programs conducted in DOE laboratories, universities, and other public and private institutions.
Assure adequate financing for the activities in the area of responsibility, sets priorities for activities, and apportions available funding among them. Manages the budget in accordance with prescribed practices set forth by the organization and the DOE.
Review and make final approvals on staff recommendations concerning research agreements and individual proposals for research projects.
Implement rigorous merit evaluation using independent peer review for all new and ongoing activities supported in accordance with the requirements identified in the Code of Federal Regulations for the grant program and published guidelines for the DOE laboratory programs and facilities.
Advise and assist the head of the office in the formulations and management of new programs and policies. Respond to policy questions, resolve management problems, and keep the head of the organization informed of the progress and prospects of activities in the area of responsibility.
Manage, supervise, and direct a staff consisting of administrative, professional, and scientific employees.
Qualifications

5: Building Coalitions: Ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
MANDATORY TECHNICAL QUALIFICATIONS (MTQs): As part of your application package, a separate document must be uploaded addressing each MTQ listed below. No more than one page per MTQ is allowed; additional information will not be considered. MTQs must provide specific examples that address relevant experience and accomplishments. Your leadership and management skills must be addressed in the MTQs listed below.
Failure to submit a document addressing each MTQ will result in your application to be deemed incomplete and not be considered.
MTQ 1: Demonstrated knowledge of and experience in energy-use inspired research or other physical science related fields, sufficient to serve as the scientific leader for the Collaborative Research Division. This is based on formal training, extensive personal research, scientific publications, and work experience.
MTQ 2: Demonstrated capabilities in scientific and technical leadership in the management of research programs.
MTQ 3: Demonstrated capabilities in formulating, developing, and executing overall policies, program emphasis, strategic planning with the application of extensive scientific knowledge, breadth of insight, technical expertise, and effective interactions with top level officials in energy-use inspired research or other physical science related fields.

Individual Occupational Requirements
Basic Requirements:
- Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
or
- Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
