You will serve as a POLICY PROGRAM SPECIALIST in the International Affairs Directorate of the Office of the Deputy Under Secretary of the Navy Policy (DUSN-P).

Duties

You will coordinate leadership participation in and preparation for senior executive governance forums and meetings. You will be responsible for direct coordination to ensure distribution of classified and controlled but unclassified materials, coordination of briefer assignments, and verification of senior leader attendance. You will review and analyze read-aheads, in coordination with headquarters staff, in support of the conduct of prep sessions with officials. You will provide recommendations to the Director for International Affairs and assist in coordinating strategy and policy proposals for approval and monitoring general defense and national security policy development and implementation. You will be required to write read-aheads and action/information memorandums for decision or consideration based on receipt and review of information from the applicable staff. You will serve as a point of contact for policy and strategy staffing actions and ensure proper coordination of staffing actions for the Policy and International Affairs Team. You will participate in special studies, analyses and evaluations of sensitive matters, ensuring maritime perspectives are considered and incorporated.

  • You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: reviewing proposed processes and policies and monitoring policy implementation; AND presenting organization-wide findings to senior level military and civilian officials (e.g., preparing and participating in executive governance forums and meetings related to strategic, policy, or resource management decisions). GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: assisting in reviewing proposed processes and policies and monitoring policy implementation; AND preparing presentation regarding organization-wide findings to senior level military and civilian officials. Education

In lieu of specialized experience/general experience listed in the Qualifications section, applicants may qualify based on equivalent education, as follows:

GS-11:
Ph.D. or equivalent doctoral degree; OR, 3 full years of progressively higher level graduate education leading to such a degree; OR, LL.M., if related; OR, a combination of experience and graduate education that equates to one year of experience.

Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications (https://www.ed.gov/). Therefore, provide only the attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education.
