The Veterans Health Administration (VHA) has adopted the Center for Development and Civic Engagement/Voluntary Service Modernization Initiative which is a new model of organizing and consolidating essential voluntary functions and services to the Medical Center. This streamlined and focused approach moves VHA forward in its continuum of providing comprehensive, compassionate, and coordinated care to Veterans.
Duties
Major Duties:
Responsible for routinely engaging the facility's Executive Leadership Team and administrative assistants in the Executive Office to facilitate meetings, correspondence, suspense or congressional responses, or any other administrative actions between the CDCE/Voluntary Service and leadership teams.
Serves as Records Control, Suspense Control, and Report Control officer for CDCE/Voluntary Service. This includes maintaining many physical and/or electronic records for reports due monthly, quarterly, annually, and ad hoc. The incumbent assists in the preparation, collaboration process, correction, and update to service policies while tracking expirations and required coordination across facility services.
Responsible for clerical functions associated with the CDCE/Voluntary Service program management which includes, but not limited to-database development and management, processing and acknowledgment of gifts and donations, ordering of supplies, purchase card management, maintenance of office records and files, distribution of in-house and electronic mail, timekeeping, and travel arrangements. The incumbent is also responsible for CDCE/Voluntary Service ADPAC duties.
The CDCE/Voluntary Service Assistant is instrumental in the sound fiscal operation of the CDCE/Voluntary Service Office. The incumbent completes and coordinates office work including administrative functions requiring prioritization both self-determined and communicated by supervision.
The incumbent coordinates requests and purchases of office operating supplies, generates reports from automated information systems, and completes other administrative tasks essential to the effective and efficient operation of the CDCE/Voluntary Service Office.
The incumbent is a control point clerk and government purchase card holder ensuring all fiscal commitments and obligations are entered timely from appropriate fund control points, including GPFs, using accurate budget object codes and cost centers.

GS-06 grade level: One year of specialized experience (equivalent to the GS-05 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Knowledge of purchase cards, procurement and acquisition policies and procedures sufficient to support Voluntary Service programming and to meet Veterans' needs.
Knowledge of administrative regulations and operating procedures and skill in applying fact-finding and investigative techniques to gather clear-cut factual evidence of administrative waste and abuse, or compliance with regulations.
Knowledge of applicable laws and regulations governing general post funds, donations, gifts, and solicitation.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
There is no educational substitution for the GS-06 level.
