Duties

The function of this position is to plan, coordinate, and implement communication strategies designed to build understanding, credibility, trust, and mutually communication strategies designed to build understanding, credibility, trust, and mutually beneficial relationships with the New York public who the Coast Guard serves. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team.Typical work assignments include:* Passing information to the public and media.* Supporting social media campaigns with imagery, graphics, and video.* Serving as a social media expert, understanding trends, emerging tools, and new medium to communicate with target audience.* Establishing and maintaining effective working relationships with other armed service, governmental, educational and other stakeholder groups in an effort to insure a clearer understanding of the Coast Guard and its roles, missions, and accomplishments.* Ensuring sensitive or classified information is protected from unauthorized disclosure.* Developing written, online, and social media information materials such as new, operational highlights, photos, and press releases for distribution.* Managing press conferences and interviews of Coast Guard officials in both incident response and routine operation news events. * Serving as the primary point of contact between the command and the local New York media. * Writing speeches, preparing and assembling speech kit materials for the command cadre and other senior officers at Sector New York.* Designing, executing, and evaluating the effectiveness of communication action plans aimed at furthering the Coast Guard's strategic communications goals using the Research, Planning, Implementation, and Evaluation (RPIE) method.* Maintaining a recurring, electronically accessible list of annual events and deadlines to assist with planning and promotion of the Coast Guard.

Qualifications

Qualifications for GS-13:  At least one year of specialized experience equivalent to at least the GS-12 grade level in the federal service.  Examples of specialized experience include:   Establising and maintaining effective working relationships with print and broadcast media representatives in disseminating information or answering inquiries about an organizations' operations or activities; advising field office directors and other directly involved with activity operations on handling problems and incidents related to an organizations program; writing articles and speeches for organization director; preparing and publishing organization publications in keeping personnel informed of programs, and activities; arranging for organization representatives to speak to local civic or service groups; Developing communication plans by considering such items as specific topics or aspects to emphasize, the most effective media to use in communicating with intended audiences, the kind of information various groups want or need, etc.; informing of local community activities through various media available; Establishing and developing effective relationships with media representatives and public affairs personnel of specialized groups, which currently give little or no coverage to organization programs. Determines in what ways the organization can work more closely with media and groups in communicating with audiences interested in or affected by programs or evaluating the impact and effectiveness of communication plans, advising management if efforts should be discontinued, emphasis changed or coverage expanded in improving intercommunication between organization and various audiences through media utilization.    Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.  If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
