About the position:
This is a Regular Full Time position with guaranteed 35 hours/week and will be assigned to the Community Center at Joint Base Langley-Eustis, VA.
The purpose of this position is to oversee the operations of a large community activities (including engraving) and ITT program.
Duties
Plans, develops, maintain, manages and administers a large community activities (includes engraving) and ITT program for a participating community of active duty and retired military, DoD civilians and family members. Within established agency policy and objectives, plans community programs for both basic categories and those designed to meet more specialized interests and needs.
Plans and coordinates the details of recurring and non-recurring activities, special events and joint community undertakings so as to make maximum use of resources, consistent with the Air Force mission and with the principles of natural resources development, conservation sound usage, improvement and management. Schedules and publicizes programs.
Arranges for equipment, supplies and services needed.
Solicits volunteers and paid employees.
Performs all realms of employee supervision. Provides guidance and leadership over various community activities, employees, and participants, modifying, adapting, expanding, or otherwise changing plans and procedures for such activities as developments require. Instructs individual participants and groups of participants in those activities for which the employee has technical expertise.
Develops administrative safeguards to protect funds, equipment and property.
Develops periodic program plans and quarterly/annual budgets (Appropriated and Nonappropriated) with supporting documentation. Compiles, consolidates, and analyzes program and financial data. Prepares annual operating budget and quarterly revisions based on supporting data and submits for approval to Chief, Community Support Flight to be included in overall Flight budget formulated at higher organizational level. Manages resources effectively, efficiently, and wisely to avoid waste, undue delay, and real or perceived dishonesty in support and attainment of mission goals.
Ensures that safety orientation is provided to employees and participants.
Continuously evaluates the effectiveness of ongoing community activities.
Observes all safety rules and regulations pertaining to vehicle operation. Performs pre-check and post-check on all equipment used to include tractors and vehicles. Monitors equipment and vehicles during use and reports any issues immediately. Operates a Government Vehicle in the course of duties.

Requirements
- This position requires the incumbent to complete a background investigation with favorable results.
- This position requires the incumbent to possess a valid motor vehicle operator's license.
- This position has been identified as a Test Designated Position (TDP). The incumbent of this position will be subject to and must consent to a pre-employment and random drug testing.
- This position has physical lifting requirement which requires the incumbent to complete a favorable pre-employment physical.

You will receive credit for all qualifying experience, including volunteer experience. Qualifying Experience:
Associates Degree in Recreation or two years' experience that has demonstrated the ability to apply the principles of one or more specialty areas of recreation and community service. Experience in planning, organizing, and overseeing community and/or recreational programs. Experience which demonstrated the ability to identify significant factors, gather pertinent data, and recognize solutions, plan and organize work, and communicate effectively orally and in writing. Work requires frequent walking, standing, bending, stooping, climbing, and carrying. Frequently lifts and carries items weighing over 50 pounds. Frequently exposed to possibility of cuts and serious injuries and/or falls. Works both indoors. Exposure to elements, cold and heat, humidity, rain, drafts, dirt, dust, and noise. Special care is requires to avoid serious injury. Subject to an irregular tour of duty.
Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. This position does allow for education substitution.
FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. It is your responsibility to provide such evidence when applying.
