The Office of the Director of National Intelligence (ODNI) Directorate for Mission Integration (MI) creates a consistent and holistic view of intelligence from collection to analysis and serves as the Director of National Intelligence's (DNI) principal advisor on all aspects of intelligence. MI integrates mission capabilities, informs enterprise resource and policy decisions, and ensures the delivery of timely, objective, accurate, and relevant intelligence.

Duties

Major Duties and Responsibilities: The National Intelligence Council (NIC) consists of the most senior intelligence analysts supporting the Director of National Intelligence (DNI) in carrying out responsibilities as the head of the Intelligence Community (IC) and as the principal adviser to the President for intelligence matters related to national security. The NIC produces a variety of all-source, IC coordinated intelligence reports, including its flagship product, the National Intelligence Estimate, which represents the Intelligence Community's most authoritative statement on a key national security issue. Collaborate with DNI/MI leadership to lead the Intelligence Community production of strategic analysis of issues of importance to U.S. interests involving Russia and Eurasia (Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Tajikistan, Turkmenistan, Ukraine, and Uzbekistan), and advise the DNI on key developments and issues. Lead the IC production of strategic analyses on issues of importance to United States (US) interests for Russian and Eurasian regional issues and advise the DNI on key developments and issues. Lead and oversee the preparation, production, and coordination of National Intelligence Estimates and other community-coordinated papers (Intelligence Community Assessments and Sense of the Community Memoranda).Provide expert analytical assessments to the DNI regarding Russian and Eurasian regional issues. Lead, plan, and oversee the preparation of background papers and briefing books for the DNI's participation in National Security Council, Cabinet meetings, and other senior-level policymaking meetings. Provide strategic guidance, direction, and leadership to establish national intelligence collection and analysis priorities, and in doing so identity critical intelligence gaps and support collection initiatives based on customer needs and analytic requirements. Lead, plan, and facilitate community sessions attended by IC specialists and non-US Government subject matter experts to address major events and trends and represent the IC, DNI, NIC, and the National Intelligence Officer (NIO) in the sessions. Lead and oversee the preparation of correspondence and/or products in response to congressional tasking, including testimony, talking points, and statements for the record for the DNI and senior DNI staff. Brief senior IC members, policymakers, military decision makers, members of Congress, and other major stakeholders on Russian and Eurasian regional issues. Review and analyze IC analytic components research and production plans on Russian and Eurasian regional issues, identify redundancies and gaps, direct strategies to address gaps, and advise the DNI on gaps and shortfalls in analytic capabilities across the IC. Establish and foster liaison relationships with IC analysts, analytic managers, and collection managers as well as academia, the business community, and other non-government subject matter experts to ensure the IC has a comprehensive understanding of emerging Russian and Eurasian regional issues. Support and/or stand in for the NIO for Russia and Eurasia. Develop and continually expand personal knowledge in area of expertise and achieve a government-wide reputation as a subject matter expert in this area. Provide leadership and expert guidance to the planning, analysis, and application of a full-range of methodological tools and approaches to gain a comprehensive understanding of complex analytical issues and incorporate insights and findings into well-crafted, in-depth intelligence products.

Requirements

  • Must be a U.S. Citizen residing in the United States
  • Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • A two-year trial period is required for all new permanent appointments to the ODNI.

Qualifications

Mandatory Requirements: Expert knowledge of Russian and Eurasian issues, knowledge of the IC's Russia-Eurasia analytic community, and understanding of collection issues sufficient to lead the IC's analytic production and identify collection requirements and gaps. Excellent critical thinking and reasoning skills and the ability to prepare finished intelligence assessments and other written products with emphasis on clear organization, and concise, logical presentation. Advanced interpersonal, organizational, and management skills to conceptualize and effectively lead complex analytic projects with minimal supervision. Expert ability to work with and represent the Community when analytic views differ among agencies. Excellent communication skills, including ability to communicate effectively with people at various levels of leadership and levels of knowledge of Russian and Eurasian issues, to give oral presentations and to otherwise represent the NIC in interagency meetings. Advanced knowledge of, and ability to apply, analytic, diagnostic, and qualitative techniques to produce authoritative finished intelligence products, and the ability to employ innovative approaches to analyze information. Creative problem-solving skills and ability to provide leadership in carrying out mission responsibilities. Superior levels of flexibility and superior ability to remain open-minded and change opinions on the basis of new information and requirements; superior ability to support group decisions and solicit opinions from coworkers. Bachelor's degree in subject matter area, or closely related discipline. Desired Requirements: Generally, twelve or more years of related work experience. Desired Foreign Language: Proficiency at Reading level 3 and/or Listening level 3 is desired in the following languages: Russian A selected candidate who has the desired foreign language capability may qualify for language use pay in the ODNI if he or she has current test scores at the minimum proficiency levels in each modality as specified. If qualified, the ODNI will provide language use pay at the rate applicable to the parent agency.

Education
