Duties

This position is for the Mechanization of Contract Administration Services (MOCAS) Contract Input/Entitlements Systems area. Applies Instructional Systems Design (ISD) principles, standards, and methodology to the design, development, and review of training products. Independently conducts the more complex studies and resolves problems and issues unresolved at lower levels and problems or situations involving new or substantially changed operations. Advises and consults with management presenting decisions and recommendations concerning the treatment of problems or situations not covered by guidelines. Analyzes systems and procedural changes to determine training requirements and implements changes to functional training courses or initiates development of new training interventions. Verifies, analyzes, and evaluates data to verify training material content and conducts policy, procedure, and process reviews. Keeps abreast of changes in financial management policies, regulations, and directives to determine effect on operations. Duties will be developmental in nature while performing below the full performance level (GS-11). Develops, reviews, and revises instructional training documents and identifies deficiencies in training materials and training programs.

Requirements

Qualifications

For GS-07: Specialized experience at the GS-05 grade level is defined as: assisting in the development of training materials, assisting in the instruction or training for financial operations; and assisting with the review of functional training. For GS-09: Specialized experience at the GS-07 grade level is defined as: developing training materials, with assistance; providing formal instruction or training for financial operations; and being able to provide input in reviewing functional training for procedural and training deficits. For GS-11: Specialized experience at the GS-09 grade level is defined as: developing training materials; providing formal instruction or training for financial operations; and reviewing functional training for procedural and training deficiencies. GS-07 Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-07, applicants must have served 52 weeks as a GS-05 or higher grade in Federal Service. GS-09 Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-09, applicants must have served 52 weeks as a GS-07 or higher grade in Federal Service. GS-11 Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-11, applicants must have served 52 weeks as a GS-09 or higher grade in Federal Service. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement. This position requires you to obtain and maintain a Level 2 Certification under the DoD Financial Management (FM) Certification Program as a condition of employment. If you are selected, you will have to obtain this certification within two (2) years of your entry on duty in the position unless you are already in a position that requires a Level 2 Certification in which case you must complete the certification within the original 2-year period. Failure to become certified within the required time-frame may be grounds for removal from the position and/or from Federal service. This position will be covered by formal training under the DFAS Career Acclimation Program (DCAP). The purpose of this program is to develop well-qualified, well-trained, high potential employees for future positions within DFAS. Promotion is conditional based on performance, successful completion of training, and availability of higher graded work. Participants who do not successfully complete the program may be separated. For grades below the full performance level, only MSP/PPP eligible candidates who currently occupy a formal training program position will be entitled to exercise their priority preference.

Education

GS-07 Substitution of Education for Experience: One full year of graduate level education or Superior Academic Achievement (http://www.opm.gov/qualifications/policy/ApplicationOfStds-04.asp) may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html).

GS-09 Substitution of Education for Experience: Two full years of progressively higher-level graduate education, Master's or equivalent graduate degree, may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html).

GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements.
