Duties

As a PRIMARY PREVENTION SPECIALIST (PREV WF) (TITLE 5), GS-0101-11, you will serve as the point of contact for harm and abuse prevention programs and activities; provides program coordination and serves as an advisor for the Wing/Region/JFHQ-STATE IPP program. Serves as a Primary Prevention Integrator (PPI) managing all aspects of a complex integrated primary prevention program (P3) for the Wing/Region/JFHQ-STATE. Serve as the Wing/Region/JFHQ-STATE point of contact for the suicide prevention program, workplace and domestic violence programs in a non-clinical primary prevention, here after referred to as prevention, role in coordination with applicable offices and community agencies. Deliver initial prevention activities, averting harm or abuse before it occurs. Identify risk and protective factors that lead to or protect against unhealthy or unsafe behaviors. Promote actions to mitigate environmental factors. Examine and interpret population data from the Wing/Region/JFHQ-STATE. Interpret S/T/DC policies and guidance to develop and/or implement Wing/Region/JFHQ-STATE specific policy, plans, objectives and guidance for the operation of local P3. Coordinate the implementation and coordination of all such activities at a local level. Provide professional advisory services and training to Wing/Region Service Members and community agencies concerning available or ongoing violence-related prevention efforts. Utilize effective presentation and facilitation skills, provide accurate and appropriate technical assistance tailored to specific audiences, and communicate the complexities of prevention issues to stakeholders and the public. Develop coordinated plans for reducing risk factors and promoting protective factors for increased resiliency within the community. Conduct assessments on strengths, weaknesses, opportunity, and threat (SWOT) analyses that form the basis for action, implementation, and program plan development activities. Craft formal assessments and evaluation processes to monitor outreach programs and services through evaluation of activities. Collect or obtain local data and report quarterly activities to Wing/Region and JFHQ leadership, and respective boards, counsels, and committees as applicable. Implement state policies and other official guidance at the local level. Responsible for overseeing program compliance with local guidance and ensuring program fidelity. Assist leaders in developing and monitoring the effectiveness of their P3. Advise leaders at all levels of best practices and evidence-based programs, policies, and plans that increase prevention readiness within their organizations.

Qualifications

AREA OF CONSIDERATION: This position is in the Excepted Service "under the authority of Title 5, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)", and is open to current on-board (Tenure 1, 2 and 3) US Federal employees interested in helping the Department of the Air Force meet our mission requirements as a Primary Prevention Specialist. PCS: Permanent Change of Station (PCS) costs, Recruitment or Relocation Incentive MAY be authorized. Authorization for payment of PCS expenses, Recruitment or Relocation Incentive will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard. GENERAL EXPERIENCE: Must have a degree in behavioral or social science; or related disciplines appropriate to the position OR Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field OR Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. SPECIALIZED EXPERIENCE: GS-11 Must have at least 1-year specialized experience equivalent to at least the next lower grade level. Experience, education or training analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various social science resources. Must have knowledge of the organization and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or professional personnel, or substantive administrative support functions. EMPLOYMENT NOTES: 1. Must be able to obtain and maintain the appropriate security clearance of the position. The incumbent of this position description must have at a minimum, a completed National Agency Check (NAC) prior to position assignment. 2. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. 3. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. 4. May occasionally be required to work other than normal duty hours; overtime may be required. 5. May require travel in military and/or commercial aircraft to perform temporary duty assignments. 6. The work may require the incumbent to drive a motor vehicle; if so, and an appropriate valid driver's license is mandatory. 7. Must be able to obtain required certifications, as applicable. 8. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG. 9. The duties and responsibilities of your job may significantly impact the environment.
