Duties

This one position can be located in either Topeka or Leavenworth. The Supervisory AO reports to the Service Line Manager and works independently, within both the administrative and clinical aspects of the service line. The incumbent provides direct supervision to the BH service line administrative support staff on both the Topeka and Leavenworth campuses consisting of GS-5 through GS-11 support staff and manages or directs all budget matters, human resource issues, public relations, interpretation and implementation of policies and procedures, and coordination of day­ to-day business operations. The incumbent also participates in both the long and short range strategic planning for the service line. Duties to include: Develops, interprets, and implements policies and procedures for Behavioral Health. Understands new technologies, processes, procedures, and methods in developing procedures; designs work that is responsive to our customers. Participates in the development of long and short range goals ensuring that Behavioral Health's goals are patient focused and customer oriented and uses customer feedback data in planning. Maintains an awareness of Joint Commission on Accreditation of Health Care Organizations (JCAHO) requirements and develops effective measurements to assess the effectiveness and quality of programs. Coordinates new program changes including eligibility, VA directives, and VISN policy. Demonstrates willingness to be proactive and take action on innovative ways of doing business including the provision of excellent services to all customers needing mental health care. Represents the BH Service line on various committees and task forces. Develops programs that empower employees, utilizes self-directed work teams, recognizes the importance of being customer driven, and assumes accountability for self, others, and the organization. Acts as liaison between program elements and other medical services. Confers with program members to resolve operational problems; Develops collaborative working relationships with other medical center programs and handles negotiations effectively. Serves as a resource for communication and public relations with patients and public. Serves as liaison to the patient representative for resolving patient issues; works with the Director's office on congressional issues concerning Mental Health. Develops and initiates projects and studies to improve delivery of program services and overall effectiveness of medical center activities. Identifies, fiscal resource (budget, space, equipment, etc.) requirements to meet all program and facility goals. Identifies the need for and serves as leader for various focus groups, work teams, and BH redesigns serving as facilitator to redesigns of both clinical and administrative programs and processes. Responsible for the service line budget. Assures expenditures follow accepted guidelines and regulations. Serves as the approving Official for Behavioral Health control points to assure programs stay within fiscal limits (FTE/Salary/AII Other). Performs cost studies of organizational programs. Analyzes information to determine initial and future costs of delivering new or existing services Responsible for all human resource issues such as position description development, organizing and directing interview panels, handling LR/ER issues, and vacancy monitoring/recruitment requests. Serves as the Activation Team Executive for all service line activations; coordinating across service lines for all BH renovations, physical moves, and other projects. Exercises authority as an activation team executive; making determinations regarding whether or not contractor work meets the projects needs/standards. Work Schedule: Monday-Friday, 8:00am - 4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/16/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: perform all administrative functions that include administration, human resources management, budget and finance, management and program analysis, office support services, document control, logistics, and a variety of related administrative matters in support of a medical facility. NOTE: Your experience must be fully documented in your resume and must include job title; duties; month and year start/end dates AND hours worked per week.. There is no educational substitution at this grade level. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Work is typically performed in an adequately lighted and climate controlled office.
