The organizational location of the position is in the Office of the Chief, Medical Administration Service, Gulf Coast Veterans Health Care System (GCVHCS), Biloxi, MS. Reporting to the Chief of the Business Office, Medical Administration Service. Incumbent is responsible for the supervision of the management of metered mail and messenger services.

Duties

Responsible for ensuring that the monthly mail activity report is accurate. Determines weekly work schedules, often having to reassign employees to ensure all basic duties are covered on a day to day basis. Reviews work accomplished, assesses quality and quantity of work produced by each employee. Responsible for insuring procedures and equipment needed to provide meter mail operations including receipt, routing, and dispatch through the US Postal Service, Federal Express mail, and express mail couriers. Coordinates and plans for electronic publications and forms in conjunction with major programs, new forms as well as the alteration of existing forms throughout the Medical Center Services. Maintains control of (3) large copiers, 5252 Xerox and Canon, with software duplication copier, hydraulic cutter, lamination machine and a large three-hole puncher, mail equipment, smart track machine and federal express machine. Incumbent requires constantly adjusting operation under the pressure of continuously changing and unpredictable conditions. Incumbent responsible for substantial amount of workload carried out in different locations outside the main unit. Plans work schedules and sequence of operations to assure an even flow and distribution of work. Makes recommendations concerning replacement of equipment and the maintenance and safety of facility. Receives billing invoices from contract vendor, authenticates statement with original invoice. Analyzes outgoing mail, inbound, outbound, main runs and overnight federal express mail to ensure the most efficient process at the lowest cost. Plans and coordinates electronic publications and form throughout the Medical Center Services. Evaluates printing requirements to determine most cost-effective methods. Analyzes, approves, or disapproves reproduction requests. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/11/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Supervise, direct, and manage a wide variety of mission essential support services within a reproduction and or Mail Center. Experience with mail-postal management functions, operations, services, mail security. Experience with GSA-Mail Management Federal Regulations, U.S. Postal Service Domestic Mail Manual (DMM) Experience with mail center designs, and mail distribution systems. Utilize procedures and guidelines for handling, safeguarding and processing sensitive documents containing patient information. You will be rated on the following Competencies for this position: AccountabilityProcess ControlSelf-Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is performed mostly inside while sitting or standing, with minor stooping and /or lifting to seventy pounds of mail packages. At times, physically challenging and some physical efforts may be required. Driver's License Requirement: A current valid state-issued driver's license is required.
