The primary purpose of the Housing Management Assistant is to establish and maintain relationships with landlords, private agencies, non-profit agencies, and governmental agencies who serve the homeless, as well as VA staff who work with Veterans in need of transitional or permanent housing.

Duties

Establishes and maintains relationships with landlords, private agencies, non-profit agencies, and governmental agencies who serve the homeless. Provides housing services and secures resources for permanent housing. Engages in market research to identify affordable housing. Provides clients with information and instructions regarding tenants rights and responsibilities. Utilizes supportive, problem solving, or crisis intervention techniques. Interacts with patients and families who are experiencing a variety of psychiatric, medical and social problems. Serves as an advocate to the housing community. Develops relationships with Public Housing Authorities (PHAs) and housing providers in rural communities. Collaborates with community housing providers to identify affordable housing options. Uses computer software applications for drafting documents, data management, and tracking. Utilizes computer, printer, and fax to input notes, complete reports and provide resources. Develops and maintains databases. Works to assist case managers in effectively facilitating the movement of veterans. Collaborates with community housing providers to identify affordable housing options. Provides transportation to tour the property and for the application process. Work Schedule: Monday-Friday 8:00am-4:30pm (Subject to change based on the needs of the Agency). Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/09/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-5 position you must have served 52 weeks at the GS-4. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-4 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of services and benefits available from community, state and federal agencies. Conducting presentations. Identifying existing Section 8/affordable housing, maintaining inventory databases, and conducting housing seminars. Develop working internal and external relationships and conducting outreaches. Basic computer use, including word processing, spreadsheets, databases, presentation software. Interpreting and following regulations and policies. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 4 years of education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite. (TRANSCRIPT REQUIRED). OR Combination: Applicants may also have combinations of successfully completed post-high school education beyond the 2nd year and specialized experience to meet total qualification requirements at the GS-5 level. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Employee is required to walk, climb stairs, handle, finger, grasp and feel objects and equipment. Reach with hands and arms. Communicate. Receive and exchange ideas, information by means of the spoken and written work. Be mobile by oneself from place to place quickly and easily. Repeat various motions with wrists, hands and fingers. Be able to have visual acuity for (including, but not limited to) administrative and clerical tasks. Drive government vehicles in or around the MEDVAMC service catchment area, City of Houston, and MEDVAMC CBOC service areas and transport clients. Be able to enter various buildings that may require climbing stairs.
