Duties

You will provide assistance and work collaboratively with the department's Senior Cultural Resources Manager (CRM), providing professional support with historic preservation and cultural resources management specialist duties. You will work collaboratively with the Senior CRM in the proper development, implementation, and regular update of the Integrated Cultural Resources Management Plan (ICRMP). You will support the preparation and submission of appropriate historic preservation documents for proposed undertakings on all properties as well as other State, Federal, or privately owned properties in Hawaii. You will review, evaluate, or recommend guidelines for historic preservation projects such as, but not limited to, rehabilitation, reconstruction, or restoration of significant historic structures, districts, or objects. You will review proposed actions, including construction and special projects, master plans, special studies, and site approvals, for potential impact to historic structure and archaeological resources and compliance with historic preservation laws. You will design and recommend compliance measures including surveys of historic structures, mitigation of adverse effect through measures such as archival research, photo documentation, and project modification. You will coordinate and consult with other agencies and interested individuals to mitigate adverse actions. You will prepare correspondence, agreement documents, and other documentation required for historic preservation compliance. You will identify requirements, plans, budgets, and implement a program for compliance with historic preservation statutes on installations and areas of responsibility in Hawaii. You will develop and implement surveys of historic resources and avoidance, negation or mitigation of adverse effect through measures such as archival recordation, project modification, and/or data recovery. You will identify the need for and works with contracting agents to develop and review technical services contracts for the preparation of historic planning documents. You will prepare and critically review forms for the nomination of significant historic properties for listing in the National Register of Historic Places and designation as National Historic Landmarks. You will participate in the training of the historic preservation compliance. You will establish and promote a program of information and education to acquaint other Federal, State, and public agencies and community organizations on policies, programs, and accomplishments. You will assist to ensure all personnel comply with the Native American Graves Protection and Repatriation Act (NAGPRA) regarding repatriation, inadvertent discoveries, and intentional excavations of Native Hawaiian human remains. You will be responsible for reviewing proposed undertakings to identify and mitigate potential impacts to inadvertently discovered native Hawaiian human remains from those undertakings. You will compile supporting data, write, and submit national environmental award packages as required. You will, when feasible, and upon request, conduct tours of historic buildings and archaeological sites for such individuals and groups. You will review documentation for identification of impacts to historic properties and cultural resources and in some cases identify the need for and oversee contracts for acquisition of field data and data products. You will review technical services contracts to ensure preparation of technically adequate, timely and cost-effective environmental/planning data products.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing professional support with historic preservation (e.g. historic resources management, data recovery, historic resources surveys) and cultural resources management; AND reviews, evaluates, or recommends guidelines for historic preservation projects (e.g. rehabilitation, reconstruction, or restoration of historic structures, districts, or objects). Education

BASIC EDUCATION:

Degree: architecture; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.

OR

Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The adequacy of such background must be demonstrated by at least one of the following:

1. Related Curriculum: Degree in architectural engineering may be accepted as satisfying in full the basic requirements, provided the completed course work in architectural engineering provided knowledge, skills, and abilities substantially equivalent to those provided in the courses specified in paragraph A. The curriculum for a degree in either architecture or architectural engineering covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities. The courses required for a degree in architecture generally place emphasis upon planning, esthetics, and materials and methods of construction, while the courses for an architectural engineering degree place equal or greater weight on the technical engineering aspects such as structural systems, mechanical systems, and the properties of materials. Because of this difference in emphasis, persons with degrees in architecture may have a preference for work assignments that offer greater opportunities for them to express their artistic and creative abilities. As a result, they may be more concerned with planning and design aspects of architecture, and persons with degrees in architectural engineering may be more engaged in aspects emphasizing technical engineering considerations.
2. Experience: An applicant lacking a degree in architecture must have had l year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of college courses, 5 years of such experience is required. This experience must have demonstrated that the applicant has acquired a thorough knowledge of the fundamental principles and theories of professional architecture.
