Job opening: Correctional Institution Administrator

About the Position: Serves as Deputy to the Commander, senior administrator of the Joint Regional Correctional Facility (JRCF), providing direct supervision to facility operations, maintaining security and control. Position classified as Secondary Law Enforcement Officer position.

Duties

Provide facility oversight to correctional programs including logistics; medical, dental, and mental health care; inmate administrative records; and religious, vocational, educational, recreational, and crime specific rehabilitative programs. Develop and implement the JRCF short and long-range goals and objectives. Formulate, revise and submit recommendations for JRCF regulations, standing operating procedures (SOPs), policies, and mission objectives. Assign work to subordinates and explains work requirements, methods and procedures. Develop performance standards and rate employees. Oversee resource management to comply with higher headquarters' planning, programming, budgeting, and execution process with regards to the goals and objectives for resource management and personnel/manpower management. Direct the Management Control Program (MCP) for the JRCF. Manage organization inspection processes to ensure objectives and standards of the program are met. Apply American Correctional Association (ACA) standards and Prison Rape Elimination Act (PREA) requirements to develop long range goals and objectives and provide oversight to correctional programs.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position requires the employee to undergo screening for tuberculosis prior to entry on duty and annually thereafter.
  • This position requires the employee to pass a Criminal History Background Check. Candidates under consideration will be required to certify whether they have ever been convicted of such an offense.
  • A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
  • Financial Disclosure Statement OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest. This position requires pre-employment financial disclosure and annually thereafter.
  • IAW The Prison Rape Elimination Act, the MCC may not hire or promote anyone who may have contact with inmates, has engaged in sexual abuse in a prison, jail, lockup community conferment facility, juvenile facility, or other institution (42 USC 1997).
  • Personnel who enter the JRCF (within or outside the fence line) must consent to inspection of their person and property, including their vehicle.
  • All confinement facility personnel shall have no civilian felony convictions or court-martial convictions for any offense with a maximum authorized sentence to confinement of over one year.
  • Section 639 of Public Law 106-554 requires agencies to remove law enforcement officers from employment as law enforcement officers if they are convicted of a felony.
  • Department of Defense Instruction, Number 1325.07 states all confinement facility personnel shall possess a high degree of maturity and emotional stability.
  • Incumbent must comply with all provisions of the ACC Policy Letter #17, Standards of Conduct.
  • This position requires the employee to complete the Army Corrections Command (ACC) Pre-Service Training upon employment and complete a minimum of 40 hours of training annually thereafter.
  • Pre-Service training emphasizes the responsibilities of each individual to maintain security and control of inmates, appropriate staff, inmate interaction and understanding the rules of inmate conduct.

This experience must have been gained in an administrative position, or in other positions that included the successful direction, or assistance in the direction of, an entire correctional program or a major phase of such a program. Specialized Experience: One year of specialized experience which includes (1) fully assisting with the direction and operations of a correctional program such as medical and mental health care, inmate records, educational recreational and/or rehabilitative programs; (2) developing policies, regulations and/or procedures for correctional programs; and (3) applying American Correctional Association (ACA) standards and Prison Rape Elimination Act (PREA) requirements to correctional programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
