Incumbent serves as Supervisory Inventory Management Specialist for non-expendable assets/materials for the Supply Chain Service within the VA Health Care System supervising multiple supply or material classes/series & recognized as the Material Management Division's subject matter expert serving as an advisor & consultant to the Chief Supply Chain Officer (CSCO) & Assistant CSCO on property management matters for sound material management concepts, practices, & control of all personal property.
Duties
Duties include, but may not be limited to the following:
Plans, directs and manages the activities of the Material Management Section, to include property management, equipment management, full warehouse receiving and distribution. Transportation, mail center operations, and other operations sections may also fall under his/her purview. Synchronizes the sections requirements with other services/sections in the development of a sound course of action and rendering the correct interpretations and decisions involving all phases of the operations/requirements. All duties and requirements of this position demand a great deal of concentrated effort and expert judgement. The management of this section requires the incumbent to perform daily, difficult and complex functions. Ensures compliance in sections specific areas of external quality assurance and business reviews.
Oversees the lifecycle management of on-expendable assets in the VA HCS and supported catchment area. Develops multi-year equipment/NX plans for the entire VA HCS and supported catchment area, utilizing advanced automated non-expendable planning tools. Participates in facility and VISN strategic planning, quality management of the equipment program, equipment replacement planning on a progressive basis, integrated with management budgetary plans and consistent with life expectancy of equipment. Utilizes performance improvement methodologies such as lean and six/sigma to improve the overall management of NX assets in the VA HCS and supported catchment area. Conducts analysis and uses intensive knowledge of NX assets to make recommendations about standardization opportunities to local, VISN and national standardization initiatives.
Conducts short, mid and long-term advanced planning for new and replaceemnt NX assets. Conducts data analysis regarding NX asset needs based on disparate data points including projected lifecycle, down time, repari rates, lost workload, cost, depreciation, trade-in value and other factors which impact procurement decisions. Advanced planning requires significant interaction and coordination with service lines, biomedical engineering and other stakeholders to balance competing priorities including clinical requirements, techonological enhancements and budget constraints.
Supervision: supervises employees from separate but interrelated units; makes recommendations for promotions, reassignments and awards; develops position descriptions and performance standards; conducts semi-annual and annual performance reviews; assists subordinate staff with performance issues; schedules and grants leave; monitors overtime usage; resolves informal complaints and grievances; develops the ability of subordinate staff; develops individual development plans for professional growth and development; coordinates and integrates various technical units to ensure compliance; conducts on the job training and in service training; and assesses training and educational needs and implements training programs;
Performs other related duties as assigned.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
