About the Position: This position is located in the US Army Corps of Engineers, Louisville District, Office of Counsel where you will function as a Paralegal Specialist in the Office of Counsel (OC), exercising discretion and independent judgment in the application of laws, regulations, precedents, and agency practices assisting attorneys in preparation of cases.

Duties

Provide litigation support and assist in preparation and presentation of litigation cases, assist with discovery, and prepare memoranda and pleadings. Function as a Claims paralegal, investigating actual and potential claims against the Government, determining facts, and recommending action. Function as Freedom of Information Act (FOIA) paralegal, ensuring timely input, reviewing requests, implementing change and preparing annual FOIA reports. Support attorneys by conducting research in legal databases including LexisNexis, Westlaw, Cyberfeds, PACER, etc. and traditional research methods. Assist with review of bonds, and Requests for Service Contract Approvals, and other contract claims matters. Provide litigation technology support and assist with organizing, assessing, managing, and maintaining eDiscovery production and document management. Establish, organize, manage and maintain litigation case files, claims files, FOIA response files, and files for other assigned actions. Manage and maintain litigation calendar consistent with court orders, case dockets, and court rules. Organize and maintain physical and electronic documents and ensure proper storage, sharing, transmission, and destruction Provide administrative and office support and perform a variety of administrative and legal support functions.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes performing work as a liaison, researching and analyzing legal issues such as environmental law, contract claims and appeals or, criminal law; utilize traditional research resources such as Westlaw, Lexis, Juris or CEALS; performing legal activities gathering and analyzing data to resolve legal issues. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service GS-09. OR A Ph.D. or equivalent doctoral degree OR completed 3 full years of progressively higher level graduate education leading to such a degree from an accredited college or university or LL.M. (Note: You must attach a copy of your transcripts for verification.) OR A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
