About the Position: Serves as Senior Construction Representative on complicated issues concerning the construction of a major civil works navigation structure utilizing various heavy civil, industrial, and commercial construction methods. with the Army Corps of Engineers, Pittsburgh District, Construction Division. The locations are Neville Island Resident Office and Monaca Resident Office.
Duties
Responsible for the enforcement of contract requirements, including the administration and management of construction work.
Monitors the Contractor’s Quality Control program for compliance with the Contract plans, specifications and the design engineer’s technical directions.
Confers with Contractor's representatives on matters pertaining to interpretation of plans and specifications. Discusses the requirements for shop drawings, progress schedules, plans, and other pertinent data with the Contractor.
Assure all personnel are aware of the project features that require a thorough knowledge of the safety requirements for working in extreme river conditions.
Research problems and drafts responses and/or coordinates review by office staff, A/E, Resident Office or District elements.

Safety Enforcement: Reviews Contractor safety plans and advises Resident Office Safety Specialist(s) and project engineers of recommendations. Inspects safety precautions exercised by Contractors and suggests remedial measures, as required
Makes Quality Assurance decisions utilizing extensive knowledge of the appropriate ASTMs, Corp’s Guide Specifications and Design Engineer’s technical plans and specifications.

To qualify at the GS-12 grade level, you must have: Specialized Experience: One year of specialized experience which includes: handling construction issues on major civil work navigation structures; inspecting materials and workmanship and overseeing field efforts in quality assurance; and ensure adherence to construction safety requirements in river conditions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
