This position is located in the New Mexico State Office in Farmington, NM. This position is concurrently open to Merit Promotion eligibles under Announcement Number BLM-NM-24-12545009-MP-OPM.

Duties

Provide leadership and oversight of the programs from wildlife, cultural resources, range, physical sciences (air and water), recreation, renewable energy, minerals and geothermal. Serve on the statewide leadership teams and reports to the State Director Office. Serve as the line officer that is the face of the BLM to the communities, counties, congressionals, NGOs, ranchers, stakeholder groups, and has an awareness of the BLM policies and procedures in meeting our mission for lands, minerals, national monuments, wilderness and natural resources programs. Responsible for the technical and administrative supervision of a large and complex staff in professional, technical and administrative work to carry out the mission. Manage through subordinate supervisor(s). Provide advice, counsel, or instruction to employees for the BLM mission programs that periodically face litigation or opposition groups. Work with their team to ensure proper EEO compliance, program administration, budget, and the personnel management to accomplish the Administration goals. Periodically will need to provide briefings to senior HQ and Department leadership.

  • You may be required to travel overnight away from home up to 5 nights per month. You must obtain a government charge card for travel purposes.
  • You will be required to complete a Confidential Financial Disclosure Report, OGE-450 on an annual basis.
  • Selectee may be allowed to telework with supervisor approval.

Qualifications

In order to qualify, you must meet the specialized experience requirements described below. Your resume must clearly describe your relevant experience. Specialized Experience GS-14: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-13 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) managing areas of strategic and workplace planning, budget formulation, and/or quality improvement initiatives; (2) reviewing, evaluating, and/or resolving problems relating to the implementation of long-term plans for programs or projects; (3) consulting with stakeholders on the prioritization and efficient use or distribution of resources; (4) developing program goals, policies, processes, or recommendations for improvement; (5) communicating orally and in writing to convey multi-faceted information and data analyses in a variety of formats (e.g., presentations and briefings). TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 is required to meet the time-in-grade requirements for the GS-14 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

Education

There is no substitution of education for experience at the GS-14 grade level of this announcement.
