THIS IS A TITLE 5 EXCEPTED SERVICE POSITION WITH THE NEBRASKA ARMY NATIONAL GUARD. This National Guard position is for a SUPERVISORY AUDITOR, Position Description Number T5143P01 and is part of USPFO, Nebraska Army National Guard.

Duties

As a SUPERVISORY AUDITOR, GS-0511-13, duties include: 1. Responsible for planning, directing, coordinating, and reviewing daily and long-term operations. Maintains and ensures professional competence within the unit. Ensures advice and assistance provided complies with legal and regulatory requirements and meets customer needs. Develops goals and objectives that integrate organization and overall internal review program objectives. Researches, interprets, analyzes and applies applicable internal review guidelines, policies and objectives. Establishes policies and procedures for accomplishment of the organization's mission. Plans and schedules work in a manner that promotes a smooth flow and even distribution. Coordinates plans and schedules with other organization managers and customers as appropriate. Identifies need for changes in priorities and takes action to implement such changes. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules. Assigns work based on individual capabilities and unique requirements. Structures assignments for effectiveness and efficiency. Reviews organization mission, functions, and manning. Identifies requirements and initiates requests for additional resources including personnel, overtime, equipment, supplies, and space to ensure success in meeting goals and objectives. Provides advice to supervisor on significant issues and problems related to work accomplishment. Establishes metrics and analysis systems to ensure actions are timely and reviewed at critical points. Accepts, amends, or rejects work presented by subordinates. Performs self-inspection and presents a detailed and comprehensive report with any corrective action taken to supervisor. Follows-up to ensure complete and quality resolution of discrepancies. Assesses and revises policies and procedures as needed to improve quality, timeliness, and efficiency of work. 2. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Appraises subordinate workers performance ensuring consistency and equity in rating techniques. Recommends awards when appropriate and approves within-grade increases. Hears and resolves employee complaints and refers serious unresolved complaints to higher level management. Initiates action to correct performance or conduct problems. Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters. Prepares documentation to support actions taken. Identifies employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance. Encourages self-development. Approves master leave schedule assuring adequate coverage for peak workloads and traditional holiday vacation time. Discharges security responsibilities by ensuring education and compliance with security directives for employees with access to classified or sensitive material. Recognizes and takes action to correct situations posing a threat to the health or safety of subordinates. Applies EEO principles and requirements to all personnel management actions and decisions, and ensures all personnel are treated in a manner free of discrimination. Periodically reviews position descriptions to ensure accuracy, and the most effective utilization of personnel resources. Explains classification determinations to subordinate employees. 3. Develops programs and makes assignments by establishing priorities in conjunction with the Adjutant General and USPFO. Reviews and monitors cost analyses and economic analysis programs. Plans and performs complex reviews, analyses, studies, examinations, and evaluations of various combinations of the specialized functions of the activity. Plans and performs reviews of major, highly logistical programs and related accounting control systems administered by the National Guard Bureau, Major Commands, and subordinate organizations. Makes assignments to ensure best utilization of staff skills and available resources. Performs other duties as assigned.

Qualifications

Security Clearance/Background Check requirements: In order to comply with US DOD requirements and ensure the safety and security of the missions, programs, property and personnel of the Nebraska Military Department, employees must obtain the appropriate background investigation and maintain the level of security clearance assigned to their respective work. Failure to obtain, within one year of appointment, and maintain the designated type of security clearance/background check required for the respective work may result in a job offer being rescinded, separations of employment, or other actions as may be deemed in the best interest of the agency. Prior to appointment individuals must meet the security clearance requirements for the position or submit the required documents of the Nebraska National Guard, Personnel Security Manager for processing the appropriate investigation. GENERAL EXPERIENCE: In addition to meeting the basic entry qualification requirements, evaluate applicant's knowledge, skills, and abilities for: - Skill in collecting and analyzing data effectively, efficiently, and accurately; - Skill in applying procedures and directives by reading and interpreting program material; - Ability to comprehend and/or apply problem solving and negotiating techniques; - Skill in presenting formal training presentations and briefings. - Ability to prepare reports and presentation formats. SPECIALIZED EXPERIENCE: GS-13 -Must have 1-year equivalent specialized experience to at least the next lower grade level before being eligible for the next grade level. Must have fundamental working experiences with a validated understanding of the basic principles and concepts of the audit occupational series and grade. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.

Education

This position requires you to meet one of the following requirements.

  1. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
