This position is in the Center for Veterinary Medicine, Office of Applied Science. The incumbent's initial primary focus will include conducting veterinary examinations of various terrestrial species and all other related procedures and operations. Future focus may include examination of aquatic and/or amphibian species.
Advanced Rate of Pay based upon Superior Qualifications and Special Needs may be authorized.
Annual leave for non-federal service incentive is authorized.
Duties
GS-12:
Provides clinical support for animals used in research activities and assist in technical procedures, surgical procedures, postoperative care, and the use of anesthetics and analgesics for animals.
Provide guidance on surgical and postoperative measures.
Engage in collaborative discussions with other scientist on the development and implementation of the techniques used by a clinical care veterinarian.
Maintains a working knowledge of current topics, technological advances, and alternative methods in the field of veterinary science and regulatory veterinary science.
GS-13:
Work with Principal Investigators, Staff Scientist, and Animal Care Staff in technical procedures, surgical procedures, postoperative
care, and the use of anesthetics and analgesics for animals.
Provide veterinary medical support and advice to researchers who are performing research with animals.
Engage in collaborative discussion with other scientist on the development and implementation of the techniques used by a clinical care veterinarian.
Maintains a working knowledge of current topics, technological advances, and alternative methods in the field of veterinary science and regulatory veterinary science.

Qualifications
The position of Veterinary Medical Officer falls under the 0701 occupational series. To qualify for this position at grade GS-12/13, you must meet all requirements by 11:59 pm EST on 10/15/2024.
Basic Requirements, Veterinary Medical Science Series, 0701
Degree:
1. Doctor of Veterinary Medicine (DVM) or equivalent degree, i.e., Veterinary Medical Doctor (VMD), obtained at a school or college
of veterinary medicine accredited by the American Veterinary Medical Association Council on Education (AVMA). The AVMA web
site, http://www.avma.org(external link), has a listing of all AVMA-accredited veterinary medical schools.
OR
2. Graduates of foreign veterinary medical schools that are not accredited by the AVMA Council on Education (Refer to AVMA web
site, http://www.avma.org(external link)for information about schools in this category) must meet one of the following
requirements.
Proof of certification of their final transcript by the Educational Commission for Foreign Veterinary Graduates (ECFVG)
Possession of a permanent, full, and unrestricted license to practice veterinary medicine in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States that includes successful completion of the North American Veterinary Licensing Examination (NAVLE) or its predecessors, the National Board Examination (NBE) and the Clinical Competency Test (CCT).
Proof that the education obtained in a foreign veterinary medical program is equivalent to that gained in a veterinary medical program that is accredited by the American Veterinary Medical Association Council on Education. Under this provision, equivalency is established only if an AVMA-accredited veterinary medical school or college accepts the graduate's final transcript from the foreign veterinary medical school at full value for placement into an advanced degree, postgraduate educational program, or training program (e.g. residency or graduate program).
Graduates of foreign veterinary medical programs must also provide proof of proficiency in the English language by successfully completing one of the nationally and internationally recognized examinations that incorporate assessments of reading, writing, listening, and speaking skills. Examples of examinations that assess mastery of the English language are shown below:
Test of English as a Foreign Language (TOEFL) - Minimum scores for the TOEFL are 560 for the paper-based version; 220 for the computer-based version; or overall score of 83 for the internet-based version (including 26 or higher in speaking, 26 or higher in listening, and 17 or higher in writing). For the computer-based and paper-based test versions, applicants must also complete the Test of Spoken English (TSE) and the Test of Written English (TWE). Minimum required scores are 55 for the TSE and 5.5 for the TWE;
Academic tests (listening, writing, and speaking) offered by the International English Language Testing System (IELTS). Applicants must achieve a minimum overall band score of 7.0, with at least 7.0 in speaking, 6.5 in listening, and 6.0 in writing;
OR
Canadian Academic English Language Assessment (CAEL). Applicants must achieve a minimum overall band score of 70, with at least 60 in speaking, 60 in listening, and 50 in writing.
NOTE: Applicants must submit all relevant transcripts that demonstrate you possess the required education to meet the Basic Qualifications.
AND
Minimum Qualifications:
Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. The specialized experience must demonstrate one year of full-time work experience , or the equivalent if part-time (for example, an employee working 20 hours per week for a 12-month period should be credited with 6 months of experience.) Experience may have been obtained in either the federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations.
GS-12: Applicants must have 1 year of specialized experience equivalent to at least the GS-11 grade level in the Federal service which includes:
- Providing veterinary medical care to a broad range of species such as cattle, swine, sheep, goats, or poultry; AND
- Researching regulations, laws, or guidelines impacting the care and medical treatment of research animals.
OR
Education: Have a Master's degree in an area of specialization, including but not limited to, animal science, avian medicine, food safety, infectious diseases, veterinary clinical sciences, pathobiology, biomedical sciences, veterinary anatomy, veterinary preventive medicine, comparative biological sciences, epidemiology, veterinary parasitology, molecular veterinary biosciences, public health, microbiology, pathology, immunology, laboratory animal medicine, toxicology, wildlife, zoological animal medicine, or sciences related to the work of a veterinary medical officer position.
OR
Residency/Post Graduate Training Programs: Have successfully completed two years of an internship, residency program, or fellowship training program in a discipline related to the position.
GS-13: Applicants must have 1 year of specialized experience equivalent to at least the GS-12 grade level in the Federal service which includes:
- Providing advice and guidance on regulations, laws, or guidelines impacting the care and medical treatment of research animals; AND
- Providing veterinary medical care to a broad range of species such as cattle, swine, sheep, goats, or poultry.
OR
Education: Have a Ph.D. in animal science, avian medicine, food safety, infectious diseases, veterinary clinical sciences, pathobiology, biomedical sciences, veterinary anatomy, veterinary preventive medicine, comparative biological sciences, epidemiology, veterinary parasitology, molecular veterinary biosciences, public health, microbiology, pathology, immunology, laboratory animal medicine, toxicology, wildlife, zoological animal medicine, or related sciences.
OR
Residency/Post-Graduate Training Programs: Have successfully completed three years of an internship, residency program, or fellowship training program in a discipline related to the position.
OR
Board Certification: Have successfully completed all requirements for Diplomate status in an ABVS-recognized veterinary specialty organization.

FOREIGN EDUCATION
Applicants using part, or all of their education completed outside of the U.S. to meet the qualification requirements, must have their foreign education evaluated by an accredited organization to ensure that the foreign education is comparable to education received in accredited educational institutions in the U.S. We will only accept the completed foreign credential evaluation.
To be acceptable, the foreign credential evaluation must include/describe at a minimum, the following information: (1) The type of education received by the applicant; (2) The level of education in relation to the U.S. education system, and state that its comparability recommendations follow the general guidelines of the International Evaluation Standards Council; (3) The content of the applicant's educational program earned abroad, and the standard obtained; (4) The status of the awarding foreign school's recognition and legitimacy in its home country's education system; and (5) Any other information of interest such as what the evaluation service did to obtain this information, the qualifications of the evaluator, and any indications as to other problems such as forgery.
Note: Some positions require the completion of specific courses or a specified number of credit hours. Therefore, the foreign credential evaluation should provide information similar to that of an official transcript, to include a list of the courses taken, quarter and/or semester hours awarded, the cumulative grade point average (GPA), honors received, if any, date degree awarded.
