This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Major Range Test Facility Base (MRTFB) to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is located with the Directorate of Emergency Services, White Sands Missile Range, New Mexico.
Duties
Serve as a Program Analyst with responsibility for providing managers with objectively based information to make decisions on administrative and programmatic aspects of Directorate of Public Works (DPW) operations and management.
Plan and conduct program analyses on substantive issues involving past, ongoing and future DPW projects and services to assess the effectiveness of long and short-range DPW operations.
Review and interpret established and new regulations, directives, instructions and delegations of authority for potential impact on program objectives, policies and Standard Operating Procedures (SOP), work execution and job progress.
Responsible for a segment of the Installation Status Report (ISR) regarding the status and condition of DPW facilities and services which include: Infrastructure, Services, and Mission Capacity.
Review the Automated Time Attendance and Production System (ATAAPS) and the Defense Travel System (DTS) to ensure time reported within the Directorate or travel taken for projects and services is coded properly.
Work closely with customers and assists in developing customer service/work order requests.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- This position is designated Mission Essential. In severe weather conditions or other emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled to support mission operations.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG).

Specialized Experience: One year of specialized experience which includes managing a law enforcement, fire protection and physical security programs for an installation or equivalent; developing innovative techniques for providing law enforcement, fire protection, and physical security support to an installation or equivalent; providing guidance and advice to installation leadership on emergency services. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
