This position is part of the Department of Energy, Office of Science - Headquarters, Office of Budget. As a Budget Analyst, you will provide analysis of a variety of budgetary operations and functions. This may include planning, formulating, executing, analyzing, and justifying the budget; managing the corporate funds control process; and serving as a focal point on matters related to the budget.

Qualifications

GS-11 - SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-09) in the Federal service. Specialized experience for this position is defined as meeting ALL of the following: Analyzing budget data to develop budget estimates for assigned programs and activities. Monitoring expenditures or reviewing financial systems to ensure sufficient funding is available to meet assigned agency or program initiatives/requirements. Preparing financial reports and analyzing annual, multi-year and no year financial performance for assigned organization/program. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree or at least 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Your education must demonstrate the knowledge, skills, and abilities necessary to do the work. For this position, this is defined as a degree in business administration, business management, communications, public policy, or a similarly related major. OR Combination of education and experience as described above. Less than one year of specialized experience may be combined with graduate education in excess of the amount required for the next lower grade level (i.e., credit hours beyond the first two years of full-time study may be credited). One academic year of graduate education is considered to be the number of credits hours the graduate school has determined to represent one academic year of full-time study. If the graduate school's definition of one year of graduate study is not available, 18 semester hours (or 27 quarter hours) is used. When crediting education that requires specific course work the number of hours of related courses required, as a proportion of the total education, is prorated. GS-12 - SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) in the Federal service. Specialized experience for this position is defined as meeting 3 of the 4 following: Participating in the formulation and execution of an organization's budget. Reviewing and analyzing a budget for requested funds. Providing financial advisory recommendations in accordance with budget policies and regulations. Implementing budgetary and programmatic policies and requirements. Education cannot be substituted for experience at the GS-12 grade level. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration. CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as having a score of 85 or better. You must meet all qualifications and eligibility requirements by the closing date of this announcement.

Education

If substituting education for specialized experience at the GS-11 grade level, you must submit proof of your qualifying education. Failure to provide college transcripts may result in a rating of 'Ineligible'. Education must be obtained from an accredited institution recognized by the U.S. Department of Education. Foreign education must be reviewed by an organization recognized by the U.S. Department of Education.
