At VA, as a physician provider recruiter, you are instrumental in recruitment case management of physicians and providers. You are responsible for conducting market research, outreach and providing superior customer service. You work with a diverse team to ensure VA workforce is appropriately staffed with highly qualified professionals to fulfill our nation's promise to care for those who have borne the battle.

Duties

This position functions as the Physician and Provider Recruiter. The Physician and Provider Recruiter is responsible for local physician and provider recruitment and retention operations of the health system. Duties include but are not limited to: Serves as the case-manager for all physician and provider recruitment and on-boarding activities ensuring effective and efficient processes that maximize recruitment outcomes and reduce Time-to-Hire (T2H). Responsible for local physician & provider recruitment and retention operations for the assigned Healthcare System. Provides strategic recruitment and retention services to health system leadership and service line managers; providing input to health system leadership on short- and long-range analyses of recruitment, hiring and retention requirements. Resolves facility recruitment and retention problems and issues that often involve conflicting or incomplete information and applies analytical techniques that frequently require modification to accommodate a wide range of variables within the facilities local labor market area. Provides ongoing support and oversight of recruitment, on-boarding, and retention operations throughout the entire life-cycle of the recruitment of the provider. Coordinates with key internal stakeholders such as Chief of Staff, clinical service line officials, Strategic Business Unit (SBU), Medical Staff Office (Credentialing and Privileging), Public Affairs Officer (PAO), Designated Education Officers (DEO), Chief Financial Officer (CFO), etc. Works closely with external stakeholders such as Veterans Integrated Services Network (VISN) Shared Services Unit (SSU), National Recruitment Service (NRS) Recruitment Consultants, other Veterans Health Administration (VHA) physician and provider recruiters, affiliated academic/university officials, VHA Central Office, physician and provider candidates, local Chambers of Commerce, community leaders, regional military instillations, etc. Primary point of contact (POC) for physician and provider candidate site visits/interviews and ensures an enhanced candidate experience through coordination of candidate travel, interview agendas, facility tours, local area community tours, formal contingent offers, and initiation of credentialing and privileging (C&P). Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday-Friday, 8:00am - 4:30pm Compressed/Flexible: May be available for highly qualified candidates. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/04/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Preferred Experience: Recent, relevant, and experiential knowledge of Health Professions Recruitment The BASIC REQUIREMENT for the HR Specialist GS-0201 series is presumed met if found qualified at the GS-0201-7 level and above. To qualify for this position at the GS-11 level, you must meet one of the following: Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-9 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: Knowledge of, and skill in applying, laws, Executive orders, regulations, policies, concepts, and various HR policies, practices, procedures, and management controls of the recruitment and placement functions at a regionalized operations center sufficient to: provide comprehensive staffing and placement services to on-site advisory centers; coordinate with, and advise HR specialists located at the on-site advisory centers on technical issues involving recruitment and placement actions; perform internal placement duties including conducting job analysis, preparing promotion and placement products, and issuing promotion and referral certificates; and perform external recruitment by developing multiple recruitment strategies utilizing such sources as veteran readjustment, reinstatement, and direct hire appointment authorities.. ~OR~ Education: Successful completion of a Ph.D or equivalent doctoral degree, three full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. ~OR~ Combination: Combinations of successfully completed graduate level education (beyond the first two years) and specialized experience, as described above, to meet the total requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position. To qualify for this position at the GS-12 level, you must meet one of the following listed Criteria: Criteria 1- Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-09 grade level. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. ~OR~ Criteria 2- Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-11 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: Wide variety of HR staffing and recruitment principles, concepts, laws, regulations, techniques, guidelines, EPROM, T2H Guidebook, and other VHA and industry best practices sufficient to: 1 ) support a MCD local recruitment and retention program; 2) assess impact of recruitment and hiring processes on T2H and recommend solutions for improvement; 3) conduct job analyses on a wide variety of complex positions using research, interview, observation, and analytical techniques to gather, document, and analyze information to develop qualifications rating factors; explain the methodology to management; and 4) provide technical advice to medical facility leadership, in resolving the most difficult and controversial recruitment and retention problems including defining issues, determining applicable precedents, laws, or regulations, and identifying the most effective and efficient approach and technique to validate the correctness and propriety of the actions taken..

Education

Qualifying education for the GS-0201 series includes courses and programs in HR, HR development, HR management, business, business management/administration, industrial relations, labor relations, industrial psychology, organizational psychology, organizational development, management, organizational behavior, pre-law/law, legal studies, health care management/administration, public administration, public policy, human services, leadership and/or humanities.
