This position is at the full performance level located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), at the San Diego VA Medical Center (SDVAMC) in the Ambulatory Surgery Unit (ASU). The primary purpose of the position is to provide support to licensed nursing staff by performing non-nursing tasks and activities necessary for efficient unit operation. The Health Technician position will not involve a patient care assignment.
Duties
Major Duties Include, but are not limited to the following:
Practical knowledge of instruments used in the specialized to make adaptations and adjustments and interpret test results based on previous experience and observation.
A basic knowledge of anatomy and physiology including location and function of the major body organs and structures as they relate to the specialization.
Ability to work as a member of a team when performing procedures that require making rapid and accurate observations or adjustments to established practices.
Must have a thorough knowledge of pertinent laws, rules, regulations, policies and procedures to determine eligibility.
Requires generalized knowledge and skill sufficient to recognize and properly use equipment, materials and supplies for the purpose of understanding and carrying out assigned instructions.
Basic knowledge of and skill sufficient to observe the patient's physical and emotional reaction to care with an understanding of illness and disease and its impact on the life process. The incumbent possesses the skill to intervene when appropriate to assure the safety and well-being of the patient.
Proficiency in reading, writing, and speaking English; good communication skills are essential for interacting with staff, patients, and visitors.
Basic arithmetic skills required for inventory control.
Knowledge of VISTA, CPRS and Outlook e-mail computer programs in order to promptly access and input work orders, as well as to receive important e-mail communications.
Knowledge of communication and interpersonal relations skills with patients and members of the interdisciplinary team In order to enhance a positive patient outcome.
Knowledge of Medical Center procedures and policies relevant to the position.
Recognizes patients' varying ability to care for themselves and adapts the nursing care accordingly.
Recognizes the differences in patient disease process as well as the patient's ability to understand information.
Preferred Experience:
Minimum 2 years surgical ward experience. Able to perform EKG, vitals, and have SPH&M training and equipment management. Able to place and monitor work orders, with computer experience in CPRS and VISTA. Must have hands-on patient experience with ambulation, transportation, and assistance with dressing/undressing.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/10/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Aids with patient care primarily in the day of surgery room; and pre-op clinic areas when requested. Provides patient privacy and comfort measures in and out of the ASU. Handles and assists with patient transport and patient positioning as needed to support the efficiency and flow of the ASU.

Physical Requirements: Duties require extensive periods of standing and walking. Working with patients requires regular and recurring bending, lifting, stooping, stretching, pushing, pulling, carrying and .similar activities. Dexterity required in handling instruments, equipment, performing various pre- and post-surgical procedures (e.g. obtaining vital signs) and for use of the computer and printer.
