You will serve as a SUPERVISORY ASSISTANT (Explosives Materials Handler Supervisor) in the Industrial Support Division (M3), Energetics Manufacturing (M), within the Ordnance Storage & Shipment Branch (M33) of NAVSURFWARCEN IH DIV.
This position is part of the Warfare Centers Personnel Demonstration Project. The NG-05 pay band encompasses positions equivalent to the GS-11 and GS-12.
Duties
You will be responsible for oversight of the Hazardous Materials Team (M332) within the Ordnance Storage and Shipment Branch (M33) of the Industrial Support Division (M3) of the Energetics Manufacturing Department (M).
You will oversee the work of Transportation Assistants as they manage the safe, secure movement and inspection of hazardous materials (HazMat) transported on public and government thoroughfares.
You will provide expertise, guidance, and certification criteria on the identification and transport of explosive/chemical-based material both CONUS and OCONUS via commercial air, military air, sea, rail, and truck.
You will assign work, task employees, train and develop branch members, provide performance expectations and feedback, approve time and attendance, and recommend discipline, awards, and promotions.
You will provide technical oversight on all required documentation related to transport, and preparation of munitions for shipment.
You will apply storage principles within explosive magazines and operating facilities to include segregation of compatibility groups, monitoring of Net Explosive Weight (NEW) per facility and manual inventory controls within M33 facilities.
You will support a manufacturing organization.
You will be required to report to the duty location advertised in the announcement on a regular and reoccurring basis. Occasional telework options may be available.

- You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
- Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals).
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NG-04 (GS-09/10 equivalent grade level) or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing technical and programmatic leadership on freight shipment processes and procedures to ensure the safe, secure movement of hazardous, explosive, or chemical-based materials, in accordance with air, military air, sea, rail or truck transportation requirements.
