This position is located with the Bureau of Indian Affairs, Pacific Region, Northern California Agency, Office of the Superintendent in Redding, California.
TRAVEL AND RELOCATION EXPENSES WILL NOT BE AUTHORIZED. ANY RELOCATION EXPENSES ASSOCIATED WITH REPORTING FOR DUTY WILL BE THE RESPONSIBILITY OF THE SELECTED EMPLOYEE.
Duties
Direct, coordinate, and oversee the planning and execution of a wide variety of administrative activities in the following areas: budget and finance, contracting, property, space, and supply, human resources, purchase and procurement, federal records, federal travel and timekeeping/payroll.
Perform budgetary tasks and oversee financial management matters.
Oversee property management and procure needed equipment, materials, supplies and services.
Provides direction and implementing instructions for all Agency associated actions in conjunction with position management, recruitment, training, performance appraisals, grievance procedures, employee recognition program, employee orientations

Qualifications
EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Administrative and Management Positions, GS-0341).
GS-5: 1 year of full-time specialized experience or the equivalent, comparable to at least the GS-4 in the Federal Service (obtained in either the public or private sector). This experience must include ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions; Plan and organize work; Communicate effectively orally and in writing.
OR
4 years of education above high school level in any field at an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. GS-7: 1 year of full-time specialized experience or the equivalent, comparable to at least the GS-5 in the Federal Service (obtained in either the public or private sector). This experience must include providing a full range of support in administrative support functions, such as preparing purchase documents; completing inventory reports; reconciling data for general ledger accounts; preparing reports to identify deadlines; assisting on the reporting and audit requirements of contracts and grants; serving as a HR liaison; assisting I correspondence control; budget and financial support work; making travel arrangements and preparing travel authorizations and vouchers; maintaining time and attendance reports; and finishing documents using software applications as electronic mail, desktop publishing calendar, spreadsheet, database and graphics. Assisting in the evaluation of operating procedures, administrative controls, and report system to develop or improve work processes.

1 year of graduate level education. 1 year of graduate level education equates to 32 quarter hours or 18 semester hours of graduate education. (Note: You must submit a copy of your transcripts to support this response).

4-year course of study with Superior Academic Achievement
GS-9: 1 year of full-time specialized experience or the equivalent, comparable to at least the GS-7 in the Federal Service (obtained in either the public or private sector). This experience must include providing administrative management work primarily concerned with providing, securing or negotiating for the resources or services needed to manage and run an organization; work involving management of both financial and human resources; and work involving management analysis, procurement, contract administration, property management, space management, security administration, reports management, data processing, and similar or closely related activities; ensuring that all request for action or information are acted upon and due dates are met.
OR
Master's or equivalent graduate degree; OR 2 full years of progressively higher level graduate education leading to such a degree; OR LL.B. or J.D., if related. (Note: You must submit a copy of your transcripts to support this response).
SUPERIOR ACADEMIC ACHIEVEMENT: Superior Academic Achievement (S.A.A.) must have been gained in a curriculum that is qualifying for the position to be filled. S.A.A. is based on (1) Class standing-applicants must be in the upper third of the graduating class, based on completed courses; or (2) Grade-Point Average-applicants must have a grade-point average of 3.0 or higher out of a possible 4.0 based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field completed during the final 2 years of the curriculum; or (3) Election to membership in a National Scholastic Honor Society - membership in a freshman honor society cannot be used to meet the requirements of this provision.

Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date.

If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
