Jesse Brown VA Medical Center, aligned under the Medicine Service line. The primary purpose of the position is to provide development, coordination and analyzing/monitoring of Medicine Subspecialty patient delivery services and programs.
Duties
Coordination and development of contracts, surveys and reports.
Performance improvement activities including the development and implementation of action plans.
Continuous monitoring of the efficiency of medical services.
Policy development, budget and financial management, procurement and contracting.Serves as the major administrative advisor.
Consults and participates with members of mid-level and top management in analyzing data, policy and regulations.
Provides advice and guidance to all supervisory levels on acute medicine administrative management principles.
Identifies problems, apply or adapt established guidelines to correct problems and monitor progress.
Direct, train, and evaluate personnel, adjust workloads, develop procedures for improving quality of work.
Assists with the completion of proficiencies, market pay reviews, pay for performance and annual performance appraisal evaluations.
Work Schedule: Monday-Friday 7:00 am -5:00pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/09/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience with clinic schedule development, care coordination, resource allocation, checking menus, person class, provider key, etc., Working knowledge of various computer software such as: VISTA, CPRS, Word processing, graphics, spreadsheets, database management; Knowledge of PIV Portal for manager and sponsor menus, TMS Administrator Menu, Experience submitting ADPAC requests; knowledge of applicable regulations and laws; correspondence and document preparation, managing administrative functions; Communication and interpersonal relations with both internal and external customers; Patient and staff confidentiality, problem solving; organizational decision making, qualitative and quantitative techniques; program planning and management. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education.

Physical Requirements: Performance of the incumbent's duties may require extensive walking per day to meet with the VAMC Executive Leadership, Clinic Leads, Administrative Leads, Service Line Staff, and other clinic personnel. Trips to satellite outpatient clinics are sometimes necessary and will involve transportation via station Government Owned Vehicle (GOV) or Privately Owned Vehicle (POV). The work performed is of a precise nature requiring long periods of concentration that is often interrupted. Incumbent is often faced with changing priorities and with meeting deadlines.
