You will serve as a ELECTRICAL ENGINEER in the Utilities and Energy Product Line (UEM PL), Public Works business Line of NAVFAC NORTHWEST.

Duties

You will analyze electrical power requirements for utilities systems and equipment in existing and proposed facilities. You will evaluate projects to assure compliance with all environmental, energy use, safety and security standards. You will resolve complex and diverse utilities infrastructure designs, equipment, and system problems to ensure accurate and proper productivity. You will create written technical documents (e.g., technical reports, specification changes) to maintain accurate and up-to-date project files.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

GS-11: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing engineering support in order to operate, maintain and alter heavy industrial electrical utility systems; 2) Providing technical expertise and advisory authority for electrical utility issues; 3) Testing equipment in order to solve operating problems; and 4) Estimating time and cost of engineering projects. GS-12: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1)Conducting Utility System Assessment studies, inspections, and surveys of electrical generation and distribution systems and other systems/equipment, including electrical lighting; 2) Evaluating systems and equipment operating efficiencies to determine possible reductions in energy usage; 3) Performing engineering studies of complex power generation and distribution systems to assure adequate condition, capacity, and reliability of power system to support future growth; and 4) Performing in-depth analysis of electrical systems to determine system deficiencies and necessary corrective action. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must posses:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)

OR

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

Applicants for the GS-11 that do not meet the specialized experience listed above may qualify for the GS-11 with education or a combination of education and experience as follows:

You have successfully completed a Ph.D. or equivalent doctoral degree directly related to electrical engineering;
or
you have successfully completed three full years of progressively higher level graduate education leading to a Ph.D.
or
equivalent degree directly related to electrical engineering;
or
you have a combination of experience and education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience must equal one hundred percent.
