You will serve as a Security Specialist performing duties as Communications Security Specialist, Alternate Key Management Infrastructure Operating Administrative Manager (KOAM), and Alternate Communications Security (COMSEC) Management. You will analyze, contribute, and provide feedback to Commanding Officer and supervisor regarding areas of responsibility. This position is located within the Cybersecurity Operations Division of HOPPER GLOBAL COMMUNICATIONS CENTER in Suitland, Maryland.

Duties

You will analyze, contribute and provide feedback to Commanding Officer and supervisor regarding areas of responsibilities. You will resolve non-routine Communications Security (COMSEC) problems. You will provide solutions to improve services to users and user's organizations via policies, training and other instructions. You will respond and remedy customer complaints in a timely manner as set forth in policies and guidelines. You will prepare Cryptographic Validation Request Forms, Destruction Reports, Inventory Reports, Incident Reports and other documents pertaining to security. You will participate in audit reviews, metrics, and Key Management Infrastructure (KMI) training requirements.

Requirements

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
  • This position requires a periodic polygraph examination.
  • This position may require a two-year DCIPS trial period requirement.
  • Travel is required.
  • Must obtain Security Professional Education Development (SPeD) Program certification at the Security Asset Protection Professional Certification (SAPPC) level within 24 months of selection.
  • This position has been designated as a Cyber IT/CSWF position.
  • Must meet qualification requirements of the specialty area assigned as delineated in Appendix 4 of SECNAV M-5239.2; see Additional Information section.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Ensure safe and secure handling and accountability of cryptographic material and electronic key equipment is performed at all times; Support a wide-spectrum of resources for worldwide messaging systems and facilities that fall under the cognizance of the organization, including the methodologies, standards, and technologies supporting electronic key and network operations; Respond and provide customer service support to data-calls, messages, directive, record messages, and service requests via phone, email, websites, messaging systems, and/or walk-in inquiries; Prepare and conduct Communications Security (COMSEC) account inventories, Key Management Infrastructure (KMI) spot-checks, and Intermediate Superior In Command (ISIC) inspections in accordance with organizational standards. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Ph.D. or equivalent doctoral degree

OR

3 full years of progressively higher level graduate education leading to such a degree

OR

LL.M., if related.
