This position is located in the Treasury Inspector General for Tax Administration (TIGTA) Office of Mission Support (OMS). The incumbent also serves as the Chief Financial Officer (CFO) to the Inspector General, with supervisory control over the Office of Mission Support (OMS). OMS is responsible for providing the tools and infrastructure to aid TIGTA's functional offices in executing the mission of the organization and delivering on business goals.
Duties
As a Deputy Inspector General for Mission Support (Chief Financial Officer), you will:
- Direct and provide leadership and professional advice to TIGTA on human resources, logistics, financial, and other administrative and management matters; Formulating the TIGTA budget submission and oversee the execution of the TIGTA financial plans.
- Coordinate strategic plans and objectives, and independently assess organizational accomplishments; Recommend policies related to any assigned program areas; Serve as TIGTA's CFO; directly supervise the Assistant Inspector General for Mission Support with an oversight of TIGTA's human capital, learning and development, strategic performance, facilities, finances, procurement, physical and personnel security, and other program management services; Assist in providing executive leadership in activities designed to prevent and detect fraud and abuse in the programs and operations within the purview of TIGTA; and Ensure that Office of Mission Support written products effectively convey thoughts, analysis of facts, and conclusions in a clear, concise, and accurate presentation, including ensuring written products are complete, technically sound, fully coordinated, grammatically correct, and consistent with TIGTA's Style Guide.
- Be held accountable for the success of human capital, learning and development, strategic performance, facilities, finances, procurement, physical and personnel security, and other program management services; monitor the progress toward organizational goals and periodically evaluate to assess accomplishments and goals.
- Participate in the development of TIGTA objectives, policies, and plans to establish financial and administrative management programs.
- Represent TIGTA at high-level executive briefing sessions with other Government officials and Congress, and key intradepartmental and interdepartmental activities.
Qualifications
You must meet the following requirements by the closing date of this announcement.
As a basic requirement for entry into the SES, you must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability; and that is directly related to the skills and abilities outlined under the Executive Core Qualifications (ECQs) and Technical Professional Competencies (TPCs) listed below. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the federal service or its equivalent with state or local government, the private sector, or non-governmental organizations.

Please be advised the individual selected for this position will likely require certification by a Qualifications Review Board(QRB) conducted by OPM, prior to receiving the Senior Executive Service (SES) appointment. Your responses are required for each of the ECQs, unless you have had your ECQs previously certified by an OPM QRB for the SES. If you completed an SES probationary period, or did not have to serve one, and were removed for a reason that made you ineligible for reinstatement to the SES, you will need a new QRB certification.
If you already have been certified by an OPM QRB, submit proof such as a copy of the certification or an SF-50 showing SES Career Status. Your SF-50 should show a code 4 in block 34. If it shows a code 3, you must address the ECQs or provide a copy of the OPM certification.

TPC 1 - Describe your executive/senior management level experience leading and managing a comprehensive human capital and/or personnel security program for a large organization, including a commitment to high levels of customer service, respecting and leveraging diversity, and achieving high levels of excellence. Please include your experience leading and directing an organization in planning and administering efforts to recruit, develop, and retain a highly qualified, diverse workforce.
TPC 2 - Describe your executive/senior management level experience leading and managing a comprehensive finance and/or procurement program for a large organization. Please include any executive level experience:
a. leading and directing multi-disciplinary finance or budget teams, including any knowledge of and ability to apply innovative financial management techniques such as financial and cost accounting, reporting concepts and principles, budget execution, financial statement preparation, financial management analysis and systems development; and
b. providing leadership of a multi-million-dollar capital budget; and
c. ensuring project prioritization protocol is developed and implemented to rank large capital projects.
TPC 3 - Describe your executive/senior management level experience leading and managing a comprehensive facilities program for a large organization, covering a multi-state geographic footprint which may include real estate, physical security, occupational safety, mail services, records management, travel card administration, and personal property management lifecycle.
