You will serve as a FINANCIAL MANAGEMENT ANALYST in the CONGRESSIONAL OPERATIONS (LA-1)/OFFICE OF LEGISLATIVE AFFAIRS of DEPARTMENT OF THE NAVY.
Duties
You will perform or advise on work in any of the phases or systems of budget administration.
You will formulate budget estimates to support plans, programs, and activities, including presenting and defending budget estimates before authorities; reviewing and evaluating budget requests; control, and report obligations and expenditures.
You will develop, determine, and interpret budgetary policies and practices.
You will analyze and recommend costs and benefits of alternative methods of financial management of organization’s programs and administrative operations.
You will implement legal and regulatory controls over approved budgets, internal controls and provide advice on effective and efficient methods for the acquisition and use of funds to support the organization’s programs and activities.
Requirements

- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- You will be required to obtain and maintain an interim and/or final SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience with the concepts, principles, practices, laws, and regulations of budgeting and/or financing.
Experience developing, recommending and implementing budgetary/financial policies.
