Duties

You will be responsible for managing and directing an integrated system of financial staff services including planning, budgeting, civilian payroll, resource evaluation, analysis, accounting, and financial reporting. You will provide financial management direction to planning, programming, budgeting, and execution system, through response to the program memorandum and other data calls from higher headquarters. You will be held responsible for the accuracy and timeliness of financial information provided when requesting funding support and policy decisions in which the region has a vested interest. You will guide the command's strategic resource management planning process; justifying funding requests for operational initiatives and identifying alternative courses of action and means to achieve objectives. You will interpret public law applicable Department of Defense (DoD), Department of the Navy (Don), and United States Marine Corps (USMC) regulations, directives, and instructions on all financial matters. You will guide the establishment and maintenance of integrated and automated financial management reporting and information systems. You will direct a congressionally mandated Management Internal Control Program throughout the regional command to ensure that management control measures are in place to protect from fraud and abuse. You will exercise supervisory authority like; planning work, developing performance standards, arranging training, and resolving complaints for a deputy controller and staff of 25 military and civilian employees.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • Position may require prolonged periods of standing, and speaking before large audiences for extended periods of time during briefings and meetings.
  • You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • You will be required to possess and maintain a current valid United States driver’s license.
  • This position may require infrequent travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is subject to work overtime and/or unusual duty hours may be required.
  • This is a Financial Management Level 2 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

Your resume must also demonstrate at least one year of Specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Managing and directing an integrated system of financial staff services including planning, programming, budget, payroll, accounting and financial reporting (don't necessarily need to use all of these), managing financial resources for the region, coordinating audit services and directing corrective audit actions and supervising subordinate staff in performance of financial duties.
