We are looking for motivated GS-2010-09/11/12 Inventory Management Specialists to help drive the NIH mission. This announcement will be used to fill positions in several institutes and centers throughout the NIH.
Duties
As a GS-2010-12 Inventory Management Specialist, your duties may include but are not limited to the following:
Advising supervisors and other senior management officials on issues concerning the effectiveness of property management policies/procedures.
Negotiating with suppliers for the exchange of excess material in order to prevent operating losses due to surplus or writing off of stock overages.
Establishing and documenting best practices and standard operating procedures (SOPs) for optimized inventory management.
Researching and implementing new technologies and methodologies to improve inventory management efficiency and accuracy.
Formulating and leading projects to significantly improve existing inventory management systems.
Reviewing, verifiying, and revising information regarding stock status and prioritizing stock receipts.
Initiating procurements, preparing procurement specifications, stock item order quantities and delivery schedules.
Contacting vendors for price quotes, following up on stock orders, resolving price or quantity discrepancies, pursuing alternatives as needed to circumvent manufacturing problems, and working with vendors for delivery dates of backordered material.
Using automated systems, economic ordering techniques, and management concepts for determining, regulating, and controlling stock levels.
Coordinating with the organization's property management office to turn in surplus supplies, equipment and materials.
The incumbent will be under closer supervision and will receive more detailed instructions at the GS-09 and GS-11 levels. As the incumbent progresses, the amount of supervision will gradually be reduced. This position has a full performance level of GS-12.
Requirements

Qualifications
In order to qualify for an Inventory Management Specialist, GS-2010 position at the GS-09 level, you must have:
A. Completed a Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree or an LL.B. or J.D., if related; OR
B. At least one (1) year of specialized experience equivalent to at least the GS-07 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: providing supply management and control for activities involving specialized supplies and equipment; coordinating physical inventories of property; analyzing property reports to prevent and reduce supply losses; and developing data and information to be used in inventory reports; OR
C. A combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position.
In order to qualify for an Inventory Management Specialist, GS-2010 position at the GS-11 level, you must have:
A. Completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or an LL.M., if related; OR
B. At least one (1) year of specialized experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: providing integrated management and control of activities involving specialized supplies and equipment; planning and determining current and future requirements for the major supply groups assigned; maintaining inventory control records in an automated system; investigating discrepancies between the physical inventory and the inventory database in order to review corresponding records and resolve problems; and developing documents and reports on inventory results; OR
C. A combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position.
In order to qualify for an Inventory Management Specialist, GS-2010 position at the GS-12 level, you must have at least one (1) year of qualifying specialized experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: implementing best practices and standard operating procedures for optimized inventory management; conducting analysis of historical data and trends in supply programs and requirements to identify areas for improvement in inventory levels, forecasting, and cost reduction; providing integrated management and control of activities involving specialized supplies and equipment; planning and determining current and future requirements for the major supply groups assigned; and, investigating discrepancies between the physical inventory and the inventory database to review corresponding records and resolve problems.
