The Office of the Director of National Intelligence (ODNI) Directorate for Mission Integration (MI) creates a consistent and holistic view of intelligence from collection to analysis and serves as the Director of National Intelligence's (DNI) principal advisor on all aspects of intelligence. MI integrates mission capabilities, informs enterprise resource and policy decisions, and ensures the delivery of timely, objective, accurate, and relevant intelligence.

Duties

Major Duties and Responsibilities: The National Intelligence Council (NIC) consists of the most senior intelligence analysts supporting the Director of National Intelligence (DNI) in carrying out responsibilities as the head of the Intelligence Community (IC) and as the principal adviser to the President for intelligence matters related to national security. The NIC produces a variety of all-source, IC coordinated intelligence reports, including its flagship product, the National Intelligence Estimate, which represents the Intelligence Community's most authoritative statement on a key national security issue. Lead, organize, and represent a National Intelligence Council (NIC) program of analysis, methods and tradecraft, and analytic production specifically for warning of tactical and strategic threats to US national security, working with each of the National Intelligence Officers (NIOs) on warnings in their respective regional or functional areas of responsibility as well as with the NIC as a whole on cross-cutting and aggregated warnings. Working the NIOs on subjects and analytic publications in their areas, similarly oversee and guide the regular production or sanitization and release of NIC analysis for unclassified publications, transparency, and other uses, including the DNI's Annual Threat Assessment (ATA). Serve as point for and regularly advise the Director of National Intelligence on key developments and issues pertaining to the NIC's warning and transparency program. Manage the preparation, production, and coordination of Strategic Warning Notices and other NIC community-coordinated papers concerning warning issues, and facilitate the same for public releases of and statements conveying NIC assessments Brief senior IC members, policymakers, military decision makers, members of Congress, and other major stakeholders as necessary on the NIC's warning and transparency efforts. Assess the adequacy of warning-related collection and analysis, identifying critical gaps and requirements, and work with the IC to develop and implement solutions; encourage the same for open-source information supportive of NIC assessments for public uses. Lead or interact with the Strategic Warning Committee and National Warning Board to facilitate appropriate actions that generate timely, relevant, and useful warning products. Serve as the NIC's representative to ODNI's Proactive Transparency Committee (PTC) to regularly propose NIC items for public release, based on the strategic merit and the two goals of Proactive Transparency Program: (1) informing the public debate on national security issues and improving our work by sharing IC analysis and (2) promoting trust in and accountability of the IC. Develop and sustain a professional network with IC analysts, analytic managers, and collection managers on global warning issues and for transparency releases. Establish and foster liaison relationships with academia and other non-government subject matter experts to ensure the IC has a comprehensive understanding of warning issues and methodologies, as well as broad access to unclassified material supportive of NIC assessments used for public releases. Lead, plan, promote, and share information and knowledge within ODNI, across the IC, and with other government agencies, and in doing so, effectively recognize, value, build, and leverage diverse and collaborative networks within these organizations.

Qualifications

Mandatory Requirements Superior recognized expertise in warning analysis and knowledge of the IC's warning analysis community and collection issues sufficient to lead the IC's analytic production and identify collection requirements and mitigate gaps. Expert interpersonal, organizational, and management skills to conceptualize and effectively lead complex analytic projects with limited supervision; ability to work with and represent the Community when analytic views differ among agencies. Expert communications skills, including ability to communicate effectively with people at all levels of leadership and all levels of knowledge of warning issues, ability to give effective oral presentations, and to otherwise represent the NIC in interagency meetings. Expert critical thinking skills and reasoning skills and the ability to prepare finished intelligence assessments and other written products with emphasis on clear organization, and concise, logical presentation. Expert knowledge of and ability to apply analytic, diagnostic, and qualitative techniques sufficient to produce authoritative finished intelligence products, and the ability to employ new methodological approaches to analyze information. Superior ability to listen to, clarify, and convey understanding of others' ideas, comments, and questions as well as demonstrated ability to integrate and build upon diverse opinions in a manner that encourages the development of integrated solutions and way ahead strategies. Bachelor's degree or equivalent experience as determined by mission specialty area.
