The position is in the Office of Real Property (ORP), Office of Construction & Facilities Management (CFM), Office of Acquisition, Logistics and Construction (OALC), Office of the Secretary, Department of Veterans Affairs (VA). Serves as a Realty Specialist in ORP and provides support for one or more ORP's Programs. These include but not limited to, support for the acquisition of major leasehold interests in real property including projects requiring construction or alteration
Duties
The Specialist is responsible for overseeing and managing several initiatives for major lease acquisition projects. This involves coordinating the acquisition processes for facilities more than 10,000 square feet. As such, the specialist is the primary point of contact in establishing milestones, schedules, and funding requirements to gain appropriations for new Outpatient Clinics.
The major duties and responsibilities include, but are not limited to:
Works with the Director and staff members of the parent facility to develop the justification and the roadmap to establish, relocate or expand clinics.
Conducts assessments of the project site to determine items such as surrounding land use, competition in the marketplace, construction barriers, local planning and zoning regulations, and economic factors affecting potential buyers.
Conducts field trips to obtain information at the sites and compiles property data to develop a Benefits Cost Analyses (BCAs).
Develops position papers and formulates the justifications for the best Departmental options.
Develops position papers to support various options (lease, purchase, or build) and outlines associated implications and costs.
Manages the financial aspects of real estate development such as working with project revenue projections.
Reviews and recommends floor plans and structural aspects of construction.
Conducts research and develops white papers, executive briefs, and executive decision papers for approval through the congressional appropriate process.
Responds to public, congressional, state and internal inquiries on the status of projects and possible implications.
Ensures that internal clearances are obtained.
Monitors the project progress and conducts period inspections to assure compliance with contract provisions.
Conducts reviews and coordinates the legal aspects of agreements and rights of way, title clearances, and other appropriate requirements for land and/or agreements on capital assets.
Consults with customers and private entities on acquisition plans, shared interests related to real property, and construction.
Develops solicitation and public notices through newspapers and through public hearings and formal meetings with city offices to ensure all parties are abreast of VA's intent.
Representing the Department, responds to questions from persons from the general public, special interest's groups, city and public officials.
Participates on site selection teams to view the properties, gather data needed to support the basis for the final departmental decision as well as to determine if they meet the general requirements of the project.
Interprets cost and price data, using present worth value techniques to rate offers.
Prepares notices of impending award so that they may notify Congressional staffs and the media.
Directs the efforts of architects, facility planners, and the medical center director and staff in designing the preliminary plans.
Participates in the final inspection of newly constructed or altered spaces to ensure that all contractual specifications have been met prior to acceptance.
Reviews and approves appraisals and other market analyses to verify the accuracy of data used to establish the value of real property.
Work Schedule: Monday thru Friday, 8:00am to 4:30pm

You may qualify based on your experience as described below:
Specialized Experience GS-13: You must have at least one (1) full year of specialized experience at the GS-12 grade level that equipped you with the knowledge, skills, and abilities to perform the duties of this GS-13 grade level position. This experience must have been equivalent to at least the GS-12 level in Federal service. Examples of specialized experience include: Real Estate management and applying policies' contract administration; experience in reviewing and providing guidance to field staff on current and future projects; Program and Project Management; conduct training to staff and clients; drafting correspondence relating to Real Estate and Project Management; Monitor project performance, client comments and concerns, operational considerations and outside influences having a potential impact on the project; problem solving. (Evidence of this specialized experience must be supported by detailed documentation of like duties performed in positions held on your resume. You will also need to provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of specialized experience at the required grade level.)

Physical Requirements: Work is primarily sedentary and performed in an office environment.
