Click on "Learn more about this agency" button below to view Eligibilities being considered and other IMPORTANT information. The primary purpose of this position is to serve as a Quality Assurance Evaluator (QAE) providing analytical and evaluative duties related to service contractor performance.

Duties

Execute Service Summary (SS). Surveillance includes scheduling, observing, documenting, and accepting service. Provides criteria and standards for specialized, difficult, or unusual requirements and prepares service contract statements of work. Performs duties as a technical consultant to the contracting office, Operations and Engineering flights. Serves as representative in contract pre-award conferences and any other meeting as required by base contracting during the acquisition process. Complies with safety rules and procedures by being aware of applicable safety procedures and wearing required safety equipment.

  • Employee will be required to support Base Readiness and Emergency Operations Exercises and Real-World Threats and Events.
  • Employee may be required to augment the Civil Engineering Snow Removal Team not necessarily performing in their primary skill code. Employee would be trained on safe snow shoveling and snow removal practice.
  • The work may require the employee to carry an electronic beeper or cell phone.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-7, or equivalent in other pay systems. Examples of specialized experience includes extensive technical working knowledge of acceptable trade practices in repair and maintenance of buildings, infrastructure, solid waste management and grounds maintenance to assure proper assessment of contractor performance. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. This education must have been obtained at an accredited college or university. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. NOTE: YOU MUST SUBMIT COPIES OF YOUR OFFICIAL TRANSCRIPTS. OR COMBINATION OF EXPERIENCE AND EDUCATION: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-7 level is required to meet the time-in-grade requirements for the GS-9 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.Knowledge of service contract acquisition process and acquisition quality assurance techniques and the laws, regulations, and precedents governing performance-based service contracts and quality assurance procedures sufficient to perform assignments for a variety of service-related contracts for facilities, infrastructure and grounds maintenance. 2. Knowledge of acceptable trade practices in repair and maintenance of buildings, infrastructure, solid waste management and grounds maintenance to assure proper assessment of contractor performance. 3. Proficient skill in the use of personal computer systems and Microsoft Office applications. 4. Knowledge of engineering and architectural plans and specifications to read and interpret construction requirements. 5. Skill in performing arithmetic computations. 6. Ability to collect and analyze, and interpret data to measure success/failure of contractor in meeting contractual obligations through the effective and efficient use of audits and investigations. 7. Ability to work with contracts, contracting specialist, functional managers and others to obtain support, cooperation and compliance. 8. Ability to communicate orally and in writing for the purpose of analyzing deficiencies, writing and preparing reports, advising others and presenting findings and recommendations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
