Duties

Serves as an Action/Watch Officer in the DLA Energy Command and Control Center, (CCC), also known as the DLA Energy Logistics Operations Center (ELOC). Responsible for monitoring written and verbal communications pertaining to Supply Chain health adhering to security guidance for protection of classified, unclassified and controlled unclassified information. Facilitates the global supply chain supporting requirements fulfillment to all Combatant Commands. Conducts analysis using databases tracking pipeline, tanker/barge, trucking, rail, international agreement distribution architecture. Coordinates corrective actions with functional experts to ascertain information in development of corrective actions/recommendations for senior leader considerations in making informed decisions. Conducts inquires daily of operational metrics by reviewing timelines/scheduling of mission critical fuel support, support equipment, and facilities through analysis of daily reports. Structures, prepares and conducts the weekly fuel Operations update briefing for the DLA Energy Commander, Deputy Commander, Business Unit Directors and associated senior staff. Moderates command briefing discussion, builds and uploads the classified brief to the conference room video system for the presenter's use in conjunction with the verbal presentation of the briefing. Monitors, analyzes for content, coordinates official responses, and files for official record keeping, all electronic messages received within the DLA Energy Operations Center.

  • This is a Mission Essential position. The incumbent may be required to report to work in the event of a natural disaster, inclement weather, or crisis.
  • You will be a Mission Essential employee. This requires you to work during an emergency to ensure continuation of essential functions. You may be required to work at the designated duty location, a telework site, or an alternate location/facility.

Qualifications

To qualify for a Logistics Management Specialist, your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after- competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Familiarity of support relationships throughout the Joint Logistics Enterprise, military Service Control Points (SCP) DOD agencies, Federal and Non-Federal agencies and civilian activities. Working knowledge of the purpose, design, development and execution documents to develop effective plans for the support of global military operations. Understanding of the petroleum industry and petroleum logistics systems and how this is utilized to integrate with the specialized functions of other Federal and civil activities doing business with DLA Energy to achieve mutually desired goals and objectives. Oral and written communication, including ability to organize and develop clear and meaningful written communications such as correspondence, reports, and studies and to present orally and to discuss complex matters in a logical and convincing manner to subordinates, peers and higher authority. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Normal work does not place any unusual physical requirements on the incumbent, however when the DLA Energy Operations Center is functioning in a crisis situation, moving about at a fast pace with some lifting, stooping and movement of office materials will be required. Additionally, during some crisis events, the incumbent may be required to work extended hours for several straight days, and/or work through a weekend. The work environment involves everyday risks or discomforts that require normal safety precautions. Work is performed in an office type setting where the work area provides adequate light, heat, and ventilation.
