This position is located in the Office of Behavioral Interventions (OBI) within CSOSA.OBI oversees a complex array of evidence-based assessments, evaluations, and cognitive behavior interventions, as well as innovative practices, and case management services that collectively, are designed to mitigate recidivism risk factors, quickly match offenders to appropriate services, and sustain positive change throughout the offender's supervision lifecycle and continuum of care.
Duties
-The following duties are at the full performance level GS-14.
-Interprets and applies federal regulations, policies, and guidelines related to healthcare procurement and medication assisted treatment (MAT) programs.
-Provides expert guidance and advice to internal stakeholders on procurement strategies, contract management best practices, and regulatory requirements.
-Facilitates communication and collaboration between internal and external stakeholders to ensure continuity of care.
-Works with an interdisciplinary team of external and internal stakeholders to coordinate community placements, minimize barriers to services and facilitates the seamless community transition for individuals with complex needs.
-Evaluates, develops, administers and monitors policies and procedures and identified objectives across the Re-entry and Sanctions center, and contracted MAT, residential and outpatient services to include staffing, training, records management, clinical services, nursing services, mental health services, pharmacy services, medical records, and administration, quality assurance, safety and security standards, public health, environmental control standards
-Oversees the full lifecycle of contracts, from pre-award planning through post-award administration, execution, and closeout. Collaborates with CSOSA's Contracting Officer (CO) to ensure compliance with Federal Acquisition Regulations (FAR) policy for purchasing and procurement, and appropriate implementation services in accordance with the statement of work (SOW).
-Monitors compliance of all required policies, regulations, and the rules of all associatedaccrediting bodies and practice standards according to the Affordable Care Act, NationalCommission on Correctional Health Care (NCCHC), Substance Abuse and Mental HealthServices Administration (SAMHSA), the Joint Commissions, including those relevant fromCenters for Medicare and Medicaid Services (CMS), and Occupational Safety and HealthAdministration (OSHA).

- May be required to successfully complete a one year probationary period (unless already completed).
- This is not a virtual or remote position; you must live within or be willing to relocate within a commutable distance of the duty location which is Washington D.C. (District of Columbia).
Qualifications
In order to qualify for the GS-13 or GS-14 level, you must meet the following basic qualifications requirement:
Degree: A graduate or higher-level degree from an accredited professional nursing educational program in Nurse Practitioner is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. (Note: You must attach a copy of your transcripts.)
*If the degree was obtained from a foreign nursing school, Official certification from the Commission on Graduates of Foreign Nursing Schools is required.
Licensure
Applicants must have passed the National Council Licensure Examination (external link). In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
In addition, All APN (NPs) must possess and maintain an active, current, full, and unrestricted APN license to practice as an NP in a State, Territory or Commonwealth of the United States, or in the District of Columbia.
IN ADDITION TO MEETING THE ABOVE BASIC EDUCATIONAL REQUIREMENTS, APPLICANTS MUST ALSO MEET THE FOLLOWING MINIMUM QUALIFICATIONS:
Professional Nursing Experience to qualify for the GS-13 grade level:
Qualifying experience for the GS-13 level includes one year of specialized experience at least equivalent to the GS-12 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience includes: Experience in ensuring nursing standards of patient care and standards of nursing practice are developed and consistent with professional standards. Experience in developing patient care programs, policies, and procedures that depict how patients' nursing care needs are assessed, evaluated and met. Experience in ensuring compliance with regulatory and accreditation agency requirements.
Professional Nursing Experience to qualify for the GS-14 grade level:
Qualifying experience for the GS-14 level includes one year of specialized experience at least equivalent to the GS-13 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience includes: Plan, schedule and provide complete nursing care with the physician leader; provide critical care management through the entire continuum of care.
