This position is in the Finance Office, within the Administrative and Operations Branch, Western Federal Lands Highway Division. The position performs a wide range of analytical, technical, and administrative duties that are critical elements of the budgetary processes. The duties may include distribution of highway funding and obligation limitation; providing technical assistance and budgetary information for a variety of stakeholders; and authorization of the Division’s programs and funding.

Qualifications

To meet the minimum qualifications for this position, you must meet the education or specialized experience qualifications for the grade. To qualify for the GS-09 on Education alone, you must have 2 years of progressively higher-level graduate education leading to a master's degree or have been awarded a master's or equivalent graduate degree. You can also qualify based on a combination of graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application. To qualify for the GS-09 on Experience, you must have at least one year of experience equal or equivalent to the GS-07, it must include: Experience performing a variety of budgetary and administrative functions associated with all phases of the budget process (e.g. formulation, justification, presentation, and execution); OR Experience assisting or preparing preliminary budget estimates and reviewing justifications for program support activities, including assisting or preparing special reports on budgetary issues or budgetary planning. OR Experience organizing, analyzing, and interpreting financial data and statistical information. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Budget Administration - Knowledge of the principles and practices of budget administration and analysis; including preparing, justifying, reporting on, and executing the budget; and the relationships among program, budget, accounting, and reporting systems.2. Technical Credibility - Understands and appropriately applies principles, procedures, requirements, regulations, and policies related to specialized expertise.3. Compliance - Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance.4. Oral Communication (*) - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.5. Written Communication - Writes in a clear, concise, organized, and convincing manner for the intended audience.
