You will serve as a SUPERVISOR in the COMMUNICATIONS & NETWORKS DEPARTMENT of NAVWARSYSCEN PACIFIC SAN DIEGO CA.

Duties

You will serve as the Head for the Enterprise Communications and Networks (ECN) Division’s Technical Staff (Code 55306) and as the ECN Division’s Deputy for Program Development. You will be responsible for providing supervision, technical leadership, planning, coordination, and management of all aspects of the projects, personnel, and facilities assigned to the Technical Staff for the ECN Division. You will participate in the formulation and implementation of the Division business plan, program development, technical and administrative objectives You will develop and implement business strategies, budgets and staffing plans; become familiar with technical staff personnel, respective skills and abilities, and ultimately provide technical guidance. You will develop division, cross-division, and cross-departmental business opportunities and facilitates inter-branch, interdivision, inter-competency, and external teaming and resource allocations to perform ongoing work. You will work to resolve personnel issues when they arise and exercise civilian leadership in carrying out assigned supervisory duties to include coaching, training, and new business and technology development.

• This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 801 Advanced Level within 12 months of appointment.

• You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or (NM-03) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Assists in developing and implementing business strategies, budgets, staffing plans and leads the development of strategic direction for business development by monitoring business performance metrics, trends and opportunities to maintain/grow business in the organization. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
