Duties
The Supervisory Attorney position is located in the Office of the Chief Counsel, Defense Logistics Agency-Aviation, Richmond, VA. DLA-Aviation supports DLA's global mission by effectively and efficiently providing aviation support solutions to the combatant command warfighters and other customers. Aviation is routinely involved in strategic-level contracting valued in billions of dollars annually. Supporting one of the Agency's Major Subordinate Commands (MSCs), DLA Counsel-Aviation has 32 authorized full-time equivalents (FTEs), across five offices providing the full range of legal services. The incumbent serves as a senior advisor and Supervisory Programs Counsel. This position reports directly to the Deputy Chief Counsel. The incumbent is the principal authority and advisor for complex and unusual, precedent-setting legal issues in the fields of fraud, employment and labor law, ethics law, administrative law and fiscal law. The incumbent serves the first-line supervisor to 13 attorneys practicing in those areas of law and assists the Chief Counsel and Deputy Chief Counsel in managing the office.

REQUIREMENTS
QUALIFICATIONS REQUIRED for the Supervisory Attorney-Adviser (General) GS-0905-15
1) The first professional law degree (LL.B. or J.D.);
2) Proof that you are licensed and a member in good standing with the bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. Annual bar certification cards issued from your state of licensure are not considered acceptable. Proof is a "certificate of good standing" issued by your state of licensure dated within 6 months of the closing date of this announcement or a screenshot of your bar status taken from your state of licensure website that is dated within 6 months of the closing date of this announcement or sworn statement to that effect. If there is not a date on the screen shot, you must provide a statement signed by you on the date that the screen shot was created. The successful applicant selected for employment must provide a "certificate of good standing" issued by their respective bar showing they are in good status and in active status prior to appointment.

To Qualify at the GS-15 Level:
You must possess professional legal experience in excess of 3 years commensurate with the duties and responsibilities of the position.
In accordance with DoDI 1442.2 (Personnel Actions Involving Civilian Attorneys), promotion for this position is based on the individual's time, performance, and mastery of skills at the required grade level and only with approval of the designated official (DLA General Counsel) in accordance with the applicable regulation.

PRINCIPAL SELECTION FACTORS:

a. The ability to lead, manage and oversee a large full-service legal organization engaged in a broad range of Agency legal practice and programs.
b. In-depth knowledge of three or more of the following legal practices and program areas: acquisition law; fiscal law; standards of conduct and ethics; personnel, EEO and labor law; administrative and civil law; procurement fraud; and litigation and alternative dispute resolution.
c. The ability to work effectively with a diverse, senior client base and to serve as a member of the DLA Aviation leadership team in ensuring mission success.
d. Experience and ability to lead, mentor, and develop subordinate legal professionals; to improve organizational health and legal office culture; and to promote employee retention.
OTHER SELECTION FACTORS:
KSA narrative statements are not required for the following other selection factors:
1. Breadth and depth of legal experience in multiple organizations and at multiple levels. A mix of experience at more than one MSC, base, post, operating location / installation (example: Major Service Command, Combatant Command, Headquarters Military Staff Service, Joint Staff, Defense Agency or other Federal Agency), is highly desirable.
Security Clearance: This position is designated Non-Critical Sensitive. If selected, you must obtain and maintain a Secret security clearance. If you are unable to obtain this level of security clearance (as a result of undisclosed or disclosed background issues), within a reasonable period of time (as defined by the agency), the employment offer may be withdrawn. In addition, incumbent is subject to periodic re-investigation to maintain security eligibility in accordance with DoD 5200.2-R.
