Duties

Reviews and processes applications doe permit to drill (APDs) and SF 299’s involving Federal minerals and assembles finished package for approval. Analyzes mineral status plats and maps to verify surface and mineral ownership. Reviews, analyzes, and processes sundry notices for accuracy and completeness; and routes to proper specialist and data entry for changes to well data, and necessary execution by authorized signatory parties. Provides advice, assistance, and instructions in legal interpretation and other information on varied mineral laws. Application administrator for Automated Fluid Minerals Support System (AFMSS2) and LR2000. Point of contact between users, state, and national AA AFMSS helpdesk. Provides user support for office and ensures database is accurate and up to date.

  • An applicant appointed to this position must possess (or obtain within 30 days of entrance on duty) and maintain a valid state driver's license while employed in this position.

Qualifications

This announcement is limited to the local commuting area only. All current BLM career/career-conditional, Land Management Workforce Flexibility Act (LMWFA), and CTAP and ICTAP eligibles are eligible to apply. In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. You must possess one (1) full year of specialized experience at or equivalent to the GS-07 level that is equivalent in difficulty and complexity as indicated by the following examples: (1) reviewing and processing mineral leasing and mining law applications; (2) adjudicating land use applications and authorizations; (3) adjudicating and/or resolving land law issues and actions using applicable regulations, decisions, and policies; (4) applying laws, regulations, or governmental policies to fluid mineral and/or land law issues or authorizations; and (5) composing letters, notices, decision and/or memoranda to internal and/or external customers relative to land and/or fluid mineral actions. (NOTE: Your resume must clearly show this required specialized experience). -OR- Education: Successfully completed at least two years of progressively higher-level graduate education leading to a master's degree or a master's degree or equivalent graduate degree from an accredited college or university in a field directly related to the work of the position (including law school) that included or was supplemented by 12 semester hours of course work related to the administration of land laws. Examples include course work in land surveying, cartography, land use law, real estate law, land appraising, land use planning, water rights, mining laws, or legal instrument review and interpretation, from an accredited college or university in a field directly related to the work of the position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position (You must submit a copy of your official transcripts, and your resume must clearly show this required specialized experience.) - OR- Combination of Education and Experience: Equivalent combination of specialized experience and graduate level education described above in A and B, when combined, equals 100% of the total requirement. Please note only graduate education in excess of one year (18 semester hours) may be used to qualify under this option. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position (Note: You must submit a copy of your official transcripts). Physical Demands: The work is predominantly sedentary although there is some walking, stooping, and bending involved when searching for records. Work Environment: The work performed in a typical office setting.
