The primary purpose of this position is to serve as a division level Security Manager at the United States Northern Command, a Combatant Command responsible for managing multiple security disciplines (information, personnel, physical, industrial, and operations security).

Duties

Implements and administers multiple security disciplines (information, personnel, physical, and industrial security) for the Division. Serves as the Administrative Officer, responsible for assisting the Chief in completing administrative tasks for the Division. Serves as the Division resource manager.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes knowledge of commonly applied security principles, concepts, and methodologies in carrying out information, personnel, and industrial security assignments, advising operating officials, and developing guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels or degrees of security controls. Knowledge of the methods of performing such duties as conducting reviews, collecting and analyzing information, etc. and skill in weighing the impact of variables such as critical personnel qualifications, variations in building construction characteristics, access and entry restrictions, equipment availability, and other issues that influence the course of actions taken in resolving security questions and issues. Knowledge of security classification methods, concepts, and eligibility for access to classified or sensitive information to review plans for proposed or new projects, organizations, and/or missions to assure the presence of adequate planning for information security and other controls. OR EDUCATION: Successfully completed at least one (1) full year of progressively higher level graduate education leading to such a degree or have a Bachelor's degree with superior academic achievement in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience above may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. OR EDUCATION: master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirement is at least 100%. NOTE: You must submit a copy of transcripts. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of information, industrial, physical and personnel security concepts, principles, and practices to plan and implement security programs in these areas and security plans and procedures (such as standard operating procedures, system security, deployment, and OPSEC plans) for personnel and facilities that support compartmented programs and SCI material. Knowledge of required security training concepts, programs, procedures, and practices to assist managers in establishing and operating internal security programs. Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute assigned budget in support of the mission, structure, goals, work processes, and programs of assigned activities and organizations; knowledge of and skill in applying analytical and evaluative methods and techniques, in conjunction with knowledge of management and administrative practices and procedures to identify, analyze and recommend solutions to problems related to assigned programs. Ability to establish effective working relationships and ability to communicate clearly and effectively with others, both orally and in writing and to use tact and diplomacy in the resolution of problems and issues related to the assignment. Ability to effectively plan, coordinate, manage and organize various program activities and administrative requirements with competing deadlines at the higher headquarters level in support of General & Flag Officer requirements; ability to work in a high stress environment supporting senior military officers and civilians, such as those who are the principle operational advisors to a geographic combatant commander. Skill and ability to create and present graphic presentation, documents, reports, letters, and various other correspondence using Microsoft Office programs to include Outlook, Excel, Word, and PowerPoint. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
