Duties
As a BUDGET ANALYST at the GS-0560-14 some of your typical work assignments may include:
Serve as Funds Manager for the Chemical Biological Defense Program (CBDP).
Broad knowledge of Department of Defense (DoD) Planning, Programming, Budgeting and Execution (PPBE) and accounting, reporting policies, systems, controls and procedures related to assigned programs.
Exercise oversight and administrative control of funding within official financial systems and budget and programming databases.
Participate in developing and maintaining the program/budget structure used in the budget/execution management information systems.
Manages distribution of funds through the Electronic Funds Distribution (EFD) system.
Prepare technical reports, executive correspondence, and briefings involving program budget requirements, and coordinates and provides program budget/execution information to senior leaders.
Monitor, review, and analyze budget execution measures to maximize the use of all available resources.
Review, interpret, and explain funding policy, guidance, instructions, and directives from the Congress, General Accounting Office, Office of Management and Budget, and DoD.

- This is an Acquisition Workforce position in Business-Financial Management Functional Area. The incumbent will be required to become certified in the Practitioner tier within 5 years.
- This is a Financial Management Level 3 Certified position. IAW Public Law 112-81 and DoD Policy the incumbent shall comply with the requirements of DoD FM Certification program.
- Overtime/compensatory time may be required to accommodate operational needs of the organization.
- Travel in the performance of temporary assignments is required up to 10% of duty time.
- Must be able to obtain and maintain a SECRET security clearance.
- Must consent to and pass pre-employment drug testing and be subject to periodic random drug testing thereafter.
Qualifications
You may qualify at the GS-14, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
Experience in understanding of the DoD budget process, including knowledge of the Congressional budget process, how appropriated funds are allocated down for program execution, and limitations on reprogramming funds.
Experience with the Office of Under Secretary of Defense Comptroller (OUSD(C)) execution benchmarks and budgetary timelines associated with the Research, Development, Test and Evaluation (RDT&E), Procurement, and Operation and Maintenance (O&M) appropriations.
Experience with understanding of fiscal and appropriation law, especially those laws that pertain to the Research, Development, Test and Evaluation (RDT&E) appropriation.
Knowledge and understanding of the Chemical Biological Defense Program (CBDP) mission and budget structure.
Skill in interpreting complex legislative and regulatory policy guidance to determine the effects on budget and programs.
Experience with written and oral communications sufficient to prepare and provide briefings effectively to senior leaders.

Substitution of education may not be used in lieu of specialized experience for this grade level.
